1.EXECUTIVE SUMMARY <br />The 2022 Street and Utility Improvement Project consists of reconstructing Rankin Road from 33rd <br />Avenue NE to 31st Avenue NE, approximately 1,300 feet (0.25 miles), which includes removal of the <br />existing pavement, public utility improvements, correcting the subgrade, installing concrete curb and <br />gutter, and installing new pavement. <br />The public utility improvements include removing and replacing approximately 2,000 feet of water main <br />(including services) and 1,300 feet of sanitary sewer (including services), installing new storm sewer <br />where facilities do not currently exist, and installing additional catch basins to improve area drainage. <br />Also proposed with the 2022 Street and Utility Improvement Project is the bituminous mill and overlay of <br />the following roadways: <br />•Crestview Drive from 31st Avenue NE to 29th Avenue NE <br />•Armour Terrace from Silver Lake Road to Crestview <br />•Bell Lane from Armour Terrace to Crestview Drive <br />•East Gate Road from Crestview Drive to Rankin Road <br />•Coolidge Street Alley from Murray Avenue to 29th Avenue NE <br />•Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street <br />•29th Avenue NE/St. Anthony Boulevard Alley bounded by 29th Avenue NE <br />•Roosevelt Street Alley bounded by St. Anthony Boulevard and Stinson Boulevard <br />A map illustrating the project locations can be found on Figure 1 of Appendix A. <br />The total estimated project cost for the 2022 Street and Utility Improvement Project is approximately <br />$2.29 million. Funding for the project will come from the City’s Street and Utility Reconstruction Funds <br />(Public Improvement Bonds), Municipal State Aid Funds, and Special Assessments to benefiting <br />properties. <br />The project reconstruction can be completed, including the first lift of bituminous paving and all restoration <br />items along Rankin Road and all mill and overlay improvements, in 2022. The final lift of bituminous <br />paving along Rankin Road is proposed to be completed in June of 2023. <br />This project is feasible, necessary, and cost effective from an engineering standpoint and should be <br />constructed as proposed herein. <br />34
