August 17, 2021 <br />Page 8 <br /> <br /> <br />Landscaping. The applicant has provided a landscaping plan that emphasizes tree plantings in <br />perimeter site locations, with shrub and perennial planting areas around the site in rock mulch <br />planting areas. Tree planting along Stinson Parkway includes a variety of (mostly) deciduous <br />over- and under-story tree planting in the front yard space between the parking areas and the <br />property line. Existing tree planting in the boulevard space between the sidewalk and the <br />travel lanes is a part of the Parkway improvements, as well as significant tree planting in the <br />median. <br /> <br />One addition to the landscaping plan could include more shrub plantings along the base of the <br />building, which otherwise is a rock-mulch mow strip. Breaking this area up with additional <br />landscape materials – especially along the Stinson frontage would be an aesthetic <br />improvement. The interior of the site is well planted and should provide an attractive <br />landscape. <br /> <br />The site landscaping plan includes a circular plaza space at the corner of Stinson and Kenzie. <br />This area includes a circular concrete walk bounded by extensive shrub, ornamental tree, and <br />perennials plantings, along with lawngrass and perennials in the center of the circle. This <br />design should create a positive visual at the corner. To support pedestrian traffic in the <br />corridor, staff would suggest two or three benches to provide seating opportunities to both <br />residents and passersby. <br /> <br />Signage. The Preliminary PUD application does shows wall signage facing both Stinson and <br />Kenzie, and appears to be consistent with the city’s sign requirements. <br /> <br />Trash Handling. Trash equipment will be located within the garage level. <br /> <br />Grading, Drainage, and Utilities. Issues related to grading, drainage and utilities should be <br />subject to comment and recommendation by the City Engineer. The City Engineer has reviewed <br />the project at Preliminary Plan stage, and has identified review comments related to civil plans <br />will require technical comment and attention, but none that appear to impact the Preliminary <br />Plan documents or the general site planning. <br /> <br />PUD Agreement. As a condition of Final PUD approval, the applicant will be required to enter <br />into a PUD agreement with the City and post all the necessary securities required by it. <br /> <br /> <br />3. Criteria for and Consistency with Criteria for PUD Approval.
