It is an 1 <br />interior collector roadway. 2 <br />3 <br />Mr. Don Jensen, 3004 Armour Terrace, appeared before the Council. He stated they are in the 4 <br />largest Mill & Overlay area. He has been a resident since 2004. He reviewed his background in 5 <br />the City. He asked the City to look at how the feasibility study is done and how resident’s are 6 <br />assessed. He represents the residents in his neighborhood. He suggested there are better ways to 7 <br />inform residents about these projects. Mr. Jensen provided the Council with written 8 <br />documentation. Mr. Jensen commented on the feasibility and stated most residents don’t 9 <br />understand the drawings provided in the feasibility study. He suggested some of the zones be 10 <br />moved for feasibility to 3-4 years. They would like to see the preliminary cost sheets at the 11 <br />upcoming meetings with residents. He is personally concerned about the storm sewer in his 12 <br />neighborhood. Information about paying off assessments needs to be explained. He asked about 13 <br />using copper line for water service to the homes. Alternatives are available and should be 14 <br />considered. He asked for the upcoming public hearing meetings, he asked for some clarity for the 15 <br />residents. 16 <br />17 <br />Mayor Stille stated regarding the assessment questions, Shelly Rueckert created a study on the 18 <br />history of how people pay off their assessments. For the engineering questions, Justin can 19 <br />comment on as many as he can address. Mr. Messner stated the numbers where 50-50 was 20 <br />incorrect of the breakdown between assessments and city’s cost. Some work is done on sanitary 21 <br />sewer when mill & overlay work is done. The castings and barrier shields are put in and are not 22 <br />assessed to residents. Gate valve covers are replaced and not assessed to residents. Mr. Messner 23 <br />stated he understands how it can be confusing when residents see a street being reconstructed 24 <br />when it was scheduled 2-3 years later. Storm sewer was stubbed. There are a number of 25 <br />roadways without storm sewer such as Hilldale Road. If the State pays for a road with MSA 26 <br />funds a very detailed study needs to be done and approved. This is the reason the design is 27 <br />slightly different on Rankin Road. Mr. Messner referred Mr. Jenson to the method of selection 28 <br />for road reconstruction. He has ridden with public works on each of the streets included. Total 29 <br />buy-in is received from City officials. He maximizes the dollar investment for each project. The 30 <br />ductal iron vs. C900 is a hot topic in the industry. Many communities Mr. Messner works with 31 <br />uses C900 pipe but there are issues with the use of that. 32 <br />33 <br />Mayor Stille stated Don Jensen’s comments are received. There are many concerns when 34 <br />looking at doing things differently. Some of the major projects are being shortened. Mill & 35 <br />Overlays are catching up. Council is committed to taking care of the City’s infrastructure. 36 <br />Mayor Stille suggested if Don has any more questions he can speak with Mr. Messner or bring 37 <br />up at the future meetings regarding the projects. 38 <br />39 <br />Motion by Councilmember Randle, seconded by Councilmember Webster, to approve 40 <br />Resolution 21-063; a Resolution Receiving Feasibility Report and Ordering Plans and 41 <br />Specifications for the 2022 Street and Utility Improvements. 42 <br />43 <br />Motion carried 5-0. 44 <br />45 <br />VII.
