Resolution 21-063; a Resolution Receiving Feasibility Report and Ordering Plans and 6 <br />Specifications for the 2022 Street and Utility Improvements. 7 <br /> 8 <br />City Engineer Justin Messner reviewed the 2022 Street and Utility Improvement Project 9 <br />feasibility report for the reconstruction of Rankin Road from 33rd Avenue NE to 31st Avenue NE. 10 <br /> 11 <br />The feasibility report also proposes the following locations for bituminous mill and overlay: 12 <br />• Crestview Drive from 31st Avenue NE to 29th Avenue NE. 13 <br />• Armour Terrace from Silver Lake Road to Crestview. 14 <br />• Bell Lane from Armour Terrace to Crestview Drive. 15 <br />• East Gate Road from Crestview Drive to Rankin Road. 16 <br />• Coolidge Street Alley from Murray Avenue to 29th Avenue NE. 17 <br />• Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street. 18 <br />• 29th Avenue NE/St. Anthony Boulevard Alley bounded by 29th Avenue NE. 19 <br />• Roosevelt Street Alley bounded by St. Anthony Boulevard and Stinson Boulevard. 20 <br /> 21 <br />Mr. Messner provided a power point presentation. He reviewed the method for selection of 22 <br />reconstruction projects is flood relief effort, existing utility deterioration, pavement condition, 23 <br />and adjacent infrastructure replacement (construction phasing). The method for selection for 24 <br />mill & overlay projects is to maintain previously reconstructed roadways (age), pavement rating 25 <br />– PCI and pavement cores. The street and utility improvements include sanitary sewer system 26 <br />improvements (pvc pipe), water distribution system improvements (watermain and water 27 <br />service), and drainage improvements (storm sewer will be added where it is missing). 28 <br /> 29 <br />The project costs and funding breakdown were reviewed by Mr. Messner. The total street and 30 <br />utility improvements for 2022 total $2,293,600.00 of which $483,070.00 will come from 31 <br />assessments and $1,810,530.00 will be City cost. Maps showing the properties to be assessed 32 <br />were shown for the Street Reconstruction and the Mill & Overlay. Mr. Messner will recheck the 33 <br />Mill & Overlay Improvements as to why it isn’t 50-50. 34 <br /> 35 <br />Mr. Messner reviewed the Project Schedule in detail. Construction is scheduled to begin 36 <br />Spring/Summer 2022 with final paving Spring/Summer 2023. 37 <br /> 38 <br />Residents can sign up to receive email and/or text message project status updates by visiting the 39 <br />project webpage under the “projects” tab on the City’s website at http://www.savmn.com. The 40 <br />complete feasibility study was provided for Council review. 41 <br /> 42 <br />Councilmember Webster thanked Mr. Messner for the overview. She asked about Rankin Road 43 <br />and use of Municipal State Aid Fund. She asked what are the qualifications for a street to use 44 <br />those funds. Mr. Messner reviewed the Municipal State Aid Process. Cities that have over 5000 45 <br />residents, are given this money to reconstruct their roadways. The amount depends on the miles 46 <br />4
