City Council Regular Meeting Minutes <br />August 10, 2021 <br />Page 3 <br />1 is proposed, set specific minimum expectations for such development, and bring the zoning <br />2 ordinance more closely into conformance with the Comprehensive Plan. <br />4 Councilmember Randle asked if this is in response to the concessions made to the Interstate <br />5 project or has it been in the works for a while. Mr. Grittman stated this was being discussed prior <br />6 to COVID. <br />7 <br />8 Councilmember Walker asked about the requirements for building materials. Mr. Grittman stated <br />9 the recommendation is that a threshold percentage of exterior wall be a higher level of building <br />10 materials. Architecture and building materials will be part of the project review. <br />11 <br />12 Councilmember Jenson stated he liked the way the basic changes were summarized. He asked <br />13 under item H including one resident at least 55 years old. Mr. Grittman stated one occupant <br />14 needs to be 55 years old or older but other occupants in same unit could be under 55. <br />15 <br />16 Mayor Stille asked about item H also and believe it needs to say all units need to have at least <br />17 one occupant 55 years old or older. Mayor Stille also asked about if restrictions change and how <br />18 can the City protect themselves. Mr. Grittman stated a Development Contract would need to be <br />19 in place and the purpose of the project cannot be changed. Some projects may be age restricted <br />20 with subsidies. <br />21 <br />22 Councilmember Webster thanked Mr. Grittman and the Planning Commission for their work on <br />23 this. She asked what the Planning Commission would be reviewing next. Mr. Grittman stated he <br />24 did not bring his list. Mayor Stille suggested this item be voted on and then Mr. Grittman can <br />25 provide next steps for the Planning Commission. He agreed the work by the Planning <br />26 Commission and Staff was well done. <br />27 <br />28 Motion by Councilmember Jenson, seconded by Councilmember Webster, to adopt Ordinance <br />29 2021-03; An Ordinance amending the R-4, Multiple Family Zoning District, Section 152.100 — <br />30 152.105, it its entirety, with the addition of the word "all" by Mayor Stille. <br />31 <br />32 Motion carried 5-0. <br />33 <br />34 Mr. Grittman stated Staff has been reviewing the Code for conflicts and some with entail zoning <br />35 ordinance changes and code changes. The allowed use of single-family residential property in the <br />36 community and how redevelopment and rehabilitation is treated to have owners reinvest in their <br />37 properties. <br />38 <br />39 B. Resolution 21-062, a Resolution Approving Summary Publication for Ordinance 2021- <br />40 03. <br />41 <br />42 City Manager Yunker reviewed this Resolution is to approve summary publication for Ordinance <br />43 2021-03. <br />44 <br />45 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution <br />46 21-062; a Resolution Approving Summary Publication for Ordinance 2021-03. <br />
