Resolution 21-063, a Resolution Receiving Feasibility Report and Ordering Plans and <br />7 Specifications for the 2022 Street and Utility Improvements. <br />9 City Engineer Justin Messner reviewed the 2022 Street and Utility Improvement Project <br />10 feasibility report for the reconstruction of Rankin Road from 33 d Avenue NE to 3151 Avenue NE. <br />11 <br />12 The feasibility report also proposes the following locations for bituminous mill and overlay: <br />13 • Crestview Drive from 31" Avenue NE to 29 h Avenue NE. <br />14 • Armour Terrace from Silver Lake Road to Crestview. <br />15 • Bell Lane from Armour Terrace to Crestview Drive. <br />16 • East Gate Road from Crestview Drive to Rankin Road. <br />17 • Coolidge Street Alley from Murray Avenue to 29 h Avenue NE. <br />18 • Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street. <br />19 • 29a' Avenue NE/St. Anthony Boulevard Alley bounded by 29a' Avenue NE. <br />20 • Roosevelt Street Alley bounded by St. Anthony Boulevard and Stinson Boulevard. <br />21 <br />22 Mr. Messner provided a power point presentation. He reviewed the method for selection of <br />23 reconstruction projects is flood relief effort, existing utility deterioration, pavement condition, <br />24 and adjacent infrastructure replacement (construction phasing). The method for selection for <br />25 mill & overlay projects is to maintain previously reconstructed roadways (age), pavement rating <br />26 — PCI and pavement cores. The street and utility improvements include sanitary sewer system <br />27 improvements (pvc pipe), water distribution system improvements (watermain and water <br />28 service), and drainage improvements (storm sewer will be added where it is missing). <br />29 <br />30 The project costs and funding breakdown were reviewed by Mr. Messner. The total street and <br />31 utility improvements for 2022 total $2,293,600.00 of which $483,070.00 will come from <br />32 assessments and $1,810,530.00 will be City cost. Maps showing the properties to be assessed <br />33 were shown for the Street Reconstruction and the Mill & Overlay. Mr. Messner will recheck the <br />34 Mill & Overlay Improvements as to why it isn't 50-50. <br />35 <br />36 Mr. Messner reviewed the Project Schedule in detail. Construction is scheduled to begin <br />37 Spring/Summer 2022 with final paving Spring/Summer 2023. <br />38 <br />39 Residents can sign up to receive email and/or text message project status updates by visiting the <br />40 project webpage under the "projects" tab on the City's website at http://www.savmn.com. The <br />41 complete feasibility study was provided for Council review. <br />42 <br />43 Councilmember Webster thanked Mr. Messner for the overview. She asked about Rankin Road <br />44 and use of Municipal State Aid Fund. She asked what are the qualifications for a street to use <br />45 those funds. Mr. Messner reviewed the Municipal State Aid Process. Cities that have over 5000 <br />46 residents, are given this money to reconstruct their roadways. The amount depends on the miles <br />
