To: Mayor and Council members <br />From: Shelly Rueckert, Finance Director <br />Re: Proposed 2022 Capital Funds Budget <br />Date: October 13, 2021 <br />Overview <br />The Capital Equipment, Building and Parks Improvement Funds have been long standing capital funds <br />used by the City. The Stormwater Fund has funded stormwater improvement since the 2015 retirement <br />stormwater bonds. The Utilities Infrastructure Fund was established during 2016 for the replacement of <br />water, sanitary sewer, and fiber optic infrastructure. Lastly, the Street Improvement and Debt Service <br />Plan is the combined activity of the annual street improvement funds and their related debt service <br />funds. <br />Notable updates by Fund <br />Buildings Improvement Fund (pages 7-9) <br />In 2020 the City Hall / Community Center’s five roof top HVAC units were scheduled for <br />replacement during the timeframe of 2020-2022. In 2020 the “City Hall” unit along with <br />ductwork was replaced. The extreme heat experienced in the Summer of 2021 challenged the <br />remaining aged equipment to the point it was difficult to keep the units operational. <br />o The HVAC unit for the Police department area failed in early summer. It was more <br />economical to move up the replacement of this unit than to repair the unit. Originally <br />this unit was to be replaced in 2022 at a cost slightly higher then the 2021 replacement <br />cost of $33,200 <br />o The HVAC unit for the Community Services office and classroom areas also required <br />summer time repairs in 2021 and its replacement date was extended from 2021 to <br />2022. Originally this unit was to be replaced in 2021 at a cost $64,000. The 2022 <br />replacement project now includes the replacement of the existing ductwork as well. The <br />ductwork’s condition was such that replacement was necessary for the system’s <br />efficiency. This additional cost is mitigated by future energy savings. The 2022 estimated <br />replacement cost including ductwork is $98,700 <br />o The HVAC unit for the Community Services Multi-purpose room and Cafeteria areas <br />also experienced outages similar to the PD unit. Originally this unit was to be replaced <br />in 2022. The replacement is now planned for fall of 2021. The price to repair the unit to <br />provide heat for one winter season is not economical. The 2021 project now includes <br />the replacement of the existing ductwork as well. The 2021 estimated replacement cost <br />including ductwork is $74,800. <br />o The prior budget had noted the need replace the HVAC controls in connection with the <br />new roof top units with the costs to be determined. The costs to install new controls to <br />match the roof top units in place by the end of 2021 will be $54,560 and $26,300 in <br />1
