2022. The new controls are necessary to reduce the current strain being put on the <br />newer boiler system that reacts to the inefficiencies of the out dated controls systems. It <br />will also provide for greater energy savings as well. <br />o The Gym roof top unit will be replaced in 2023 or later. The controls for that unit do not <br />need replacement. <br />The GPS' NPBI technology installed in HVAC units in 2020 will be transferred to the <br />replacement units. <br />The current age of buildings ranges from 12-25 years. Roof replacements become a factor <br />after 20-25 years. This makes completing the installations of HVAC units in the upcoming years <br />important. Future roof replacements will not be damaged by subsequent replacements of <br />HVAC units. <br />The 2022 placeholder for the replacing the City Hall reader sign was extended to 2024 to <br />alleviate the added HVAC costs. Cost of sign repairs are minor in amount. Software and <br />hardware to manage the sign’s messaging is outdated. Replacement parts availability may be <br />the determining factor for replacement. <br />The painting of the City Hall main entrance doors along with added door security features has <br />been proposed for the 2022 budget at a cost of $26,500. Certain other entrance doors will be <br />painted as well. <br />Lastly it has been several years since the last professional evaluation of the City building’s <br />major components. Staff has proposed seeking out an evaluation of this type to ensure that <br />the existing plan’s replacement items, costs and timing are reasonably accurate and complete. <br />A placeholder of $15,000 has been added to the 2022 budget for this purpose. <br />Future considerations for Building Improvement Fund: <br />Renewal of Community Center Lease in 2028. <br />Review adequacy of building improvement levy in connection with results of "Sebesta <br />Type" evaluation of City Buildings. <br />Capital Equipment Fund (pages 10-20) <br />Two squads were scheduled for replacement in 2020. Due to COVID uncertainties only one <br />squad was replaced in 2020 and the other added to the 2021 replacement schedule. Squad <br />mileage is still used as the main factor for replacement. Currently the replacement cycle <br />appears to be 3-4 years. That cycle is reflected in the Police CIP plan. <br />As in past years, certain of the retiring squads are assigned to other purposes until their full <br />useful life has been met. In 2021 squad 706, a 2017 Dodge Durango, was repurposed for the <br />PD Reserve vehicle. Then the 2016 Ford Explorer PD Reserve vehicle was repurposed to <br />replace the Fire Department’s 2006 Ford Explorer Code enforcement / Inspections vehicle. <br />2
