City Council Regular Meeting Minutes <br />October 12, 2021 <br />Page 2 <br />1 Motion carried 5-0. <br />2 <br />3 IV.PUBLIC HEARING – NONE. <br />4 <br />5 V.REPORTS FROM COMMISSION AND STAFF – NONE. <br />6 <br />7 VI.GENERAL BUSINESS OF COUNCIL. <br />8 <br />A.9 Resolution 21-074 – Recognizing the Second Monday of October as Indigenous Peoples <br />10 Day <br />11 <br />12 Mr. Yunker reviewed at its regular meeting on July 14, 2020 the City Council made changes to <br />13 the City holiday calendar to discontinue recognizing Good Friday and Columbus Day as City <br />14 holidays, and to recognize Juneteeth as a City holiday. The remaining holiday is provided to staff <br />15 as a floating paid holiday. <br />16 <br />17 The City Council has wishes to begin recognizing Indigenous Peoples Day as an official City <br />18 holiday. Beginning in 2022, in place of the floating holiday, staff will be provided a paid holiday <br />19 on the second Monday in October and City Hall will be closed in recognition of Indigenous <br />20 Peoples Day. These dates have been discussed with the Unions and will be included in the Union <br />21 Contracts. <br />22 <br />23 Motion by Councilmember Randle, seconded by Councilmember Webster, to approve <br />24 Resolution 21-074 – Recognizing the Second Monday of October as Indigenous Peoples Day. <br />25 <br />26 Motion carried 5-0. <br />27 <br />B.28 Resolution 21-075 – Restricting Parking on Rankin Road for the 2022 Street and Utility <br />29 Improvements <br />30 <br />31 City Engineer Justin Messner reviewed this resolution approves restricting parking along <br />32 portions of Rankin Road. Parking will be restricted on the west side from 33rd Avenue NE to 31st <br />33 Avenue NE. Prior to this project parking has been prohibited on the west side of Rankin Road <br />34 from 33rd Avenue to just south of 32nd Avenue. To satisfy MnDOT State Aid requirements a <br />35 formal resolution prohibiting parking must be recorded. <br />36 <br />37 Councilmember Randle asked if the residents will get plenty of advanced notice on this and Mr. <br />38 Messner stated there will be public meetings to review and residents will be informed. <br />39 <br />40 Councilmember Jenson asked why there is no parking on the west side of the street and Mr. <br />41 Messner stated the parking was a nuisance from people parking on neighboring streets for the <br />42 school. <br />43 <br />44 Mayor Stille asked if this doesn’t work in 2-3 years from now, changes can be made and Mr. <br />45 Messner stated it could be changed although the City would need to adhere to MnDOT State Aid <br />46 requirements. A different street within the City could be identified as a State Aid Road.
