City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />November 16, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Thomas Randle, Councilmember, Wendy Webster, Councilmember and Jan Jenson, <br />Councilmember, Bernard Walker, Councilmember <br />Planning Commission <br />Marcey Westrick, Chair; Meridith Socha, Vice Chair; Corey Erickson, Commissioner, Thomas Kuykendall, <br />Commissioner, Paul Morita, Commissioner, Brian Rude, Commissioner; Chelsey Hendrickson, Commissioner <br />Staff: <br />Charlie Yunker, City Manager, Nicole Miller, Assistant to the City Manager, Steve Grittman, City Planner <br />Absent: <br />None <br />Guests: <br />Mike Corneille, Belden River Properties, LLC, Kelly Wilson, Belden River Properties, LLC <br />Call to Order: <br />Mayor Stille called the Work Session to order at 7:00 p.m. <br />Gas Station Development Site: <br />Steve Grittman introduced the preliminary concept and provided background to the Council and <br />Commission on the process that led to the meeting. Mayor Stille added history on how the City came to <br />purchase the site and the City activities related to the site to date. <br />Mr. Grittman suggested the group discuss the Council and Planning Commission’s ideas and preferences <br />for the site in the future, and then discuss the preliminary concept with the developer. The Council and <br />Commission had extensive discussion on what would be the appropriate type of development for the <br />parcel. General consensus was a desire for medium density, while knowing it would be a challenge for <br />developers to make a project financially feasible. The group also discussed resident desire for additional <br />green space in the Silver Lake Village area. <br />Mr. Corneille and Ms. Wilson discussed their concept, with would be a replication of The Rise currently <br />under construction just south of the site. They discussed the efficiency of the modular model and the <br />market need for workforce affordable housing throughout the metro. <br />Feedback for the developer was to consider a medium density concept for the site versus high density. <br />Future Work Sessions: <br />Next Work Session will be held on December 14th, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 8:27 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
