REQUEST FOR COUNCIL CONSIDERATION <br />To:Saint Anthony Village City Council <br />From:Jon Mangseth, Police Chief <br />Date:December 14, 2021 City Council Meeting <br />Resolution:Agreement with Pro-Suites for Police Department Records Management System <br />OVERVIEW <br />The St. Anthony Police Department’s current Records Management System (RMS) from LETG-Law Enforcement <br />Technology Group is approaching end of life. The company has been sold twice in recent years and the current <br />provider will only maintain but not upgrade the system as we move forward. In addition, the current Metro I-net <br />Server that houses LETG is approaching end of life. <br />In our collaborative work with the Department of Justice (DOJ) Community Orientated Policing Services (COPS) <br />Office (2017) we identified the need to provide for a more efficient RMS that will save officer/staff time, fulfill <br />our commitment to police department’s strategic plan and efficiently provide detailed statistical information to <br />the community. <br />We are part of a RMS User Group with three other police departments, which saves on the cost, as we are <br />sharing many of the costs across multiple agencies. As a group, we have chosen to purchase Pro-Suites RMS. <br />Pro-Suites is also the service provider for Tri-Tech, which is an RMS/CAD (Computer Aided Dispatch) program for <br />larger departments. Both Hennepin and Ramsey County Dispatch currently use Tri-Tech. This will allow any <br />information entered by the dispatchers, to populate into our in-house RMS. <br />With Pro RMS: <br />•Enter information once, saving on data entry <br />•Export cases to prosecutor for use in court <br />•Save time by moving a case from the call all the way through the system to testifying in court <br />•Ability to provide customized and detailed statistical reports <br />•Officers can report from the field and electronically submit case reports <br />•Save hours each month in National Incident Based Reporting System (NIBRS) data corrections <br />•Provides the capability for the PD to easily build custom modules on our own and thereby avoid <br />additional charges from the vendor <br />•All personnel can create a personalized dashboard to view real time data pertinent to making decisions <br />critical to their roles and responsibilities with the agency <br />In the quote received from Central Square (parent company), they will also migrate all our current RMS records <br />into the new RMS program. <br />125
