City Council Regular Meeting Minutes <br />November 23, 2021 <br />Page 3 <br />1 <br />2 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution <br />3 21-085 – Resolution Awarding a Bid for the Water Tower No. 1 Rehabilitation Project to Classic <br />4 Protective Coatings Inc. in the amount of $449,625.00. <br />5 <br />6 Motion carried 5-0. <br />7 <br />B.8 Resolution 21-086 – Resolution Accepting Plans and Specifications and Ordering <br />9 Advertisement for Bids for the 2022 Street and Utility Improvement Project. <br />10 <br />11 City Engineer Messner reviewed this resolution approves the plans and specifications and <br />12 authorizes the advertisement for bids for the 2022 Street and Utility Improvement Project. Staff <br />13 anticipates opening bids on or near February 2, 2022 with the results coming before Council in <br />14 February. <br />15 <br />16 Mr. Messner provided a power point presentation including the Method for Selection of <br />17 Reconstruction Projects being Flood Relief Effort, Existing Utility Deterioration, Pavement <br />18 Condition and Adjacent Infrastructure Replacement (Construction Phasing). The Method for <br />19 Selection for Mill & Overlay Projects include Maintain previously reconstructed roadways <br />20 (Age), Pavement Rating – PCI, and Pavement Cores. <br />21 <br />22 The location for the Proposed Street and Utility Improvement Project are 33rd Avenue NE to 31st <br />23 Avenue NE on Rankin Road. Drawings were provided for Council review. The Proposed Mill <br />24 and Overlay Improvement Project locations are: <br />25 Crestview Drive (29th Avenue to 31st Avenue) <br />26 Armour Terrace (Silver Lake Road to Crestview Drive) <br />27 Bell Lane (Armour Terrace to Crestview Drive) <br />28 East Gate Road (Crestview Drive to Rankin Road) <br />29 Coolidge Street Alley (Murray Avenue to 29th Avenue) <br />30 Murray Ave/St. Anthony Blvd Alley (Wilson Street to Coolidge Steet) <br />31 29th Ave/St. Anthony Blvd Alley (bounded by 29th Avenue, Roosevelt Street, St. <br />32 Anthony Boulevard and Stinson Boulevard) <br />33 <br />34 Project Costs/Funding Breakdown was provided. Mr. Messner noted some inflation is <br />35 anticipated for 2022 due to material costs. Maps showing the assessed Parcels for the Projects <br />36 were included. A detailed Project Schedule was described by Mr. Messner. <br />37 <br />38 Residents can sign up to receive email and/or text message project status updates by visiting the <br />39 project webpage located under “Projects” tab on the City’s website at http://www.savmn.com. <br />40 <br />41 Photographs of the streets and alleys included in the project were shown to City Council. <br />42 <br />43 Mayor Stille read a statement stating that he lives on an affected street and the City Attorney has <br />44 deemed there is no conflict of interest. <br />45 <br />19
