Resolution 21-086 — Resolution Accepting Plans and Specifications and Ordering <br />Advertisement for Bids for the 2022 Street and Utility Improvement Project. <br />City Engineer Messner reviewed this resolution approves the plans and specifications and <br />authorizes the advertisement for bids for the 2022 Street and Utility Improvement Project. Staff <br />anticipates opening bids on or near February 2, 2022 with the results coming before Council in <br />February. <br />Mr. Messner provided a power point presentation including the Method for Selection of <br />Reconstruction Projects being Flood Relief Effort, Existing Utility Deterioration, Pavement <br />Condition and Adjacent Infrastructure Replacement (Construction Phasing). The Method for <br />Selection for Mill & Overlay Projects include Maintain previously reconstructed roadways <br />(Age), Pavement Rating — PCI, and Pavement Cores. <br />The location for the Proposed Street and Utility Improvement Project are 33 d Avenue NE to 315` <br />Avenue NE on Rankin Road. Drawings were provided for Council review. The Proposed Mill <br />and Overlay Improvement Project locations are: <br />• Crestview Drive (29a' Avenue to 31s' Avenue) <br />• Armour Terrace (Silver Lake Road to Crestview Drive) <br />• Bell Lane (Armour Terrace to Crestview Drive) <br />• East Gate Road (Crestview Drive to Rankin Road) <br />• Coolidge Street Alley (Murray Avenue to 29a' Avenue) <br />• Murray Ave/St. Anthony Blvd Alley (Wilson Street to Coolidge Steet) <br />• 29' Ave/St. Anthony Blvd Alley (bounded by 29a' Avenue, Roosevelt Street, St. <br />Anthony Boulevard and Stinson Boulevard) <br />Project Costs/Funding Breakdown was provided. Mr. Messner noted some inflation is <br />anticipated for 2022 due to material costs. Maps showing the assessed Parcels for the Projects <br />were included. A detailed Project Schedule was described by Mr. Messner. <br />Residents can sign up to receive email and/or text message project status updates by visiting the <br />project webpage located under "Projects" tab on the City's website at http://www.savmn.com. <br />Photographs of the streets and alleys included in the project were shown to City Council. <br />Mayor Stille read a statement stating that he lives on an affected street and the City Attorney has <br />deemed there is no conflict of interest. <br />
