Parks and Environmental Commission Regular Meeting Minutes <br />September 13, 2021 <br />Page 6 <br />1 Since the previous meeting, a resident has passed on concerns to a commissioner on the <br />2 condition of that court, noting that significant cracks have reformed in areas that have been <br />3 previously repaired. A photograph of the court was provided for Commission review. <br />4 <br />5 Given the request and the condition of the courts, staff has identified three options with cost <br />6 estimates for repairs and possible transition to dedicated Pickleball at the Silver Lane site: <br />7 <br />8 Option 1 – Repair the cracks by filling them with a crack seal material and maintaining the <br />9 court as is (shared tennis court and two pickleball courts) - $1,500 - $2,000. <br />10 <br />11 Option 2 – Repair the cracks by filling them with a crack seal material and resurface to <br />12 eliminate the tennis court lines (two or possibly four pickleball courts) - $15,000 - $20,000. <br />13 <br />14 Option 3 – Fully reconstruct the court, painting only pickleball court lines, possibly adding <br />15 overhead lighting, and adding to the playing surface area (four or possibly eight pickleball <br />16 courts, if desired) - $40,000 - $90,000. <br />17 <br />18 Mr. Gumke stated Staff’s recommendation at this time is Option 1. This repairs the cracks to <br />19 address safety concerns, and the courts will remain playable. It is important to note that the <br />20 crack filling is a temporary solution and the repairs would not be expected to last beyond three <br />21 to five years. <br />22 <br />23 Staff recommends further discussion before Options 2 or 3 are considered, as Option 2 is also <br />24 temporary and both may lead to usage outgrowing the original intent of the single court and <br />25 the available parking. This would also allow for time for additional discussions on expansion <br />26 of Pickleball courts in St. Anthony and where the appropriate location would be, should that <br />27 be pursued. <br />28 <br />29 Mr. Gumke posed the following questions for discussion and feedback for staff and/or the <br />30 City Council: <br />31 <br />32 Does the Commission support Option 1 at this time and continuing discussions on the <br />33 desired scope and location for Pickleball in the City? <br />34 Does the Commission support another option at this time? <br />35 <br />36 Mr. Gumke explained the next steps for the Commission. If Option 1 is approved, staff will <br />37 coordinate the work with internal staff and/or contractor to complete the work. Staff will <br />38 bring any other Parks and Environmental Commission recommendation to a future City <br />39 Council meeting for consideration. <br />40 <br />41 Commissioner Niemi asked what the timeframe would be for Option 1 and Mr. Gumke stated <br />42 it would be done yet this Fall. Commissioner Niemi stated he is not thrilled about Option 2 as <br />43 it is halfway to Option 3 and wouldn’t make a lot of sense. We don’t want to have a really <br />44 nice court with no parking. Parking at that location is tight already. He would recommend <br />45 Option 1 at this time. Mr. Gumke stated the current parking was for one tennis court. <br />46
