March 8, 2022 <br />Page 6 <br />designation in the City’s 2040 Land Use Plan are not consistent, neither is consistent <br />with the actual intended use of the property as a Manufactured Home Park, which is <br />the stated intent of the owner/applicant and the current use as it is being <br />developed. <br />Rather, the proposed use will result in a residential density of approximately 8 units <br />per acre, within the 4 – 20 units per acre range for Medium Density in the City’s <br />2040 Plan. <br />The pursuit of a Medium Density designation would likely require changes of a <br />similar nature, although of lesser magnitude, to the related Chapters of the City’s <br />2040 plan, and is likely to impact the land use plan in other locations, as well as <br />housing count and other numbers. <br />Alternative actions for the Council would include the following: <br />A.Approve the Comprehensive Plan Amendment to Low Density residential, and <br />direct staff to proceed with related changes to the Comprehensive Plan Policies <br />and Goals, and as may be directed by Metropolitan Council staff. <br />B.Approve a Comprehensive Plan Amendment to Medium Density designation as <br />requested by the applicant, and direct staff to proceed with related changes to <br />the Comprehensive Plan Policies and Goals, and as may be directed by <br />Metropolitan Council staff. <br />C.Table action on the proposal, subject to additional information from staff or <br />applicant, as requested by the Council. <br />ATTACHMENTS <br />Exhibit A:Application and Supporting Material <br />30
