CITY OF SAINT ANTHONY VILLAGE <br />HENNEPIN COUNTY, MINNESOTA <br />RESOLUTION 22-026 <br />A RESOLUTION DENYING A PROPOSED AMENDMENT TO THE <br />2040 COMPREHENSIVE PLAN FOR THE CITY OF ST. ANTHONY VILLAGE <br />PARCEL ID: 07-029-23-23-0001 <br />WHEREAS, under Minnesota law, the City of St. Anthony Village is required to prepare <br />a comprehensive plan every ten years and the Metropolitan Council is enabled to act as <br />the reviewing authority for the City' s comprehensive plan; and <br />WHEREAS ,the City' s comprehensive plan guides land use which is the basis for <br />regulating zoning in the City; and <br />WHEREAS, the last update to the comprehensive plan was completed and adopted in <br />2020; and <br />WHEREAS, in the creation of the St. Anthony 2040 Comprehensive Plan a steering <br />committee made up of Planning Commission and City Council members met twelve <br />times and conducted an extensive and broad public engagement process; and <br />WHEREAS, the plan was designed to address topics of land use, housing, transportation, <br />sanitary sewer, water supply, sustainability, and plan implementation; and <br />WHEREAS, each of the plan components are integrated with the population and housing <br />projections reflected in the Land Use Plan; and <br />WHEREAS, changes to aspects of the Land Use Plan result in a cascading set of required <br />changes to other plan policies and chapters, and are likely to have impacts on other land <br />use designations in the community, setting off their own required changes; and <br />WHEREAS, at their final meeting on November 14, 2018, the Comprehensive Plan <br />Steering Committee by consensus directed staff to submit the St. Anthony 2040 <br />Comprehensive Plan to the City Council for approval and submission to the Metropolitan <br />Council for formal action; and <br />WHEREAS, the City Council subsequently approval the draft for distribution in its <br />Resolution 18-078; and <br />WHEREAS, the draft Plan underwent thorough review and editing, including response to <br />comments from Metropolitan Council staff and neighboring jurisdictions; and <br />
