WHEREAS, the final version of the 2040 Comprehensive Plan was approved by the full <br />Metropolitan Council on April 22, 2020, in its Resolution 2020-91; and <br />WHEREAS, the Metropolitan Council found that the City's 2040 Plan meets all <br />Metropolitan Land Planning Act requirements; conforms to the regional system plans <br />including transportation, aviation, water resources management, and parks; is consistent <br />with Thrive MSP 2040; and is compatible with the plans of adjacent jurisdictions; and <br />WHEREAS, state statute establishes that approval of the City of St. Anthony <br />comprehensive plan is within the jurisdiction and authority of the City Council; and <br />WHEREAS, the City Council duly adopted the 2040 Comprehensive Plan, including the <br />future land use map, on April 28, 2020; and <br />WHEREAS, the Goals, Policies, and Plans reflected in the adopted Plan continue to <br />reflect the City's desired land use pattern; and <br />WHEREAS, substantive changes to said land use pattern would fundamentally disrupt <br />the overall balance found in the 2040 Plan; and <br />WHEREAS, the proposed land use map reflects the best long term interests of the City, <br />and no changes in overall community patterns or circumstances appear to support any <br />such changes; and <br />WHEREAS, the Planning Commission held a public hearing on February 15, 2022 for <br />review of the applicant's proposed amendment to the land use plan, and following said <br />hearing, unanimously voted to recommend that the City Council deny the amendment <br />based on findings as summarize herein; <br />NOW THEREFORE MAY IT BE RESOVLED, that the City Council of the <br />City of St. Anthony Village accepts the findings and recommendations documented in the staff <br />report and the recommendations of the Planning Commission, and hereby denies the proposed <br />amendment to the 2040 Comprehensive Plan for the City of St. Anthony Village as requested in <br />the accompanying application, based on the findings in this resolution and the following specific <br />findings of fact: <br />1. The 2040 Comprehensive Plan as adopted represents the best vision of future land use <br />for the City of St. Anthony Village. <br />2. The proposed amendment to the Comprehensive Plan would disrupt the land use <br />pattern envisioned by the adopted Plan, and create a series of impacts on other <br />properties and land uses. <br />3. Those land use impacts would result in a consequent series of impacts on the <br />community's housing, population, affordable housing, traffic, utility services, and <br />other impacts, both foreseen and unforeseen. <br />
