4. The City's circumstances and vision have not changed measurably in any way to <br />support the significant impacts to the Comprehensive Plan and its chapters that would <br />be necessitated by the proposed amendment. <br />5. The proposed land use of the subject property, as either a legal land use or a legal <br />non -conformity, is not impacted by either the amendment or the existing land use <br />designation. <br />6.
