Planning Commission Regular Meeting Minutes <br />December 21, 2021 <br />Page 4 <br />1 Mr. Grittman presented the staff report and provided a summary of suggested changes. If <br />2 found to be acceptable as written, or acceptable with modifications, the changes will be <br />3 provided in a formal amendment format and a public hearing will be scheduled to provide an <br />4 opportunity for public input. <br />5 <br />6 No attendees were at the meeting. <br />7 <br />8 Chairperson Westrick closed the public hearing at 7:28 p.m. <br />9 <br />10 Commissioner Rude indicated he looked at this and had a lot of comments to be made and <br />11 improvements to the language. He wondered how staff wanted to handle this. <br />12 <br />13 Mr. Grittman indicated at some point staff will ask the Planning Commission to recommend <br />14 approval of whatever language that is decided upon and then it will have to go to the City <br />15 Council for their adoption of whatever language they choose. He noted if the Commission <br />16 wanted to talk about Commissioner Rude’s language corrections he was open to that or <br />17 Commissioner Rude could send him changes and they can be presented at a subsequent <br />18 meeting for further discussion. <br />19 <br />20 Chair Westrick asked if Commissioner Rude had substantive changes or any big concerns. <br />21 She wondered if the changes were wordsmithing or were the concerns regarding actual <br />22 changes themselves. <br />23 <br />24 Commissioner Rude indicated the changes he had was wordsmithing. He reviewed some of <br />25 the proposed changes he would make. <br />26 <br />27 Chair Westrick suggested Commissioner Rude send his proposed changes to Mr. Grittman. <br />28 <br />29 Commissioner Rude indicated he would do that but wondered if a commercial vehicle cannot <br />30 be parked in residential with the current code. <br />31 <br />32 Mr. Grittman explained a commercial vehicle can be parked in a residential zone on a <br />33 residential driveway. That was the issue, because those vehicles underneath the 10,000lb <br />34 threshold but still classified as commercial vehicles can be parked in residential areas but <br />35 there is a clause that they cannot be advertised for sale, even though they might be someone’s <br />36 personal vehicle as well as a commercial vehicle. The recommendation is to add the size <br />37 clause to specify that it was the larger vehicles being prohibited from parking and advertising. <br />38 <br />39 Commissioner Rude asked regarding the garbage, it is eliminated in on place, front yard <br />40 setback and just defined as front yard. He did not know if front yard was defined anywhere. <br />41 For example trash enclosures, it is not clear and sounds like they can be put in the front yard <br />42 up to fifteen feet from the street so long as they are enclosed in a fence. He asked if that is the <br />43 intent. <br />44 <br />45 Mr. Grittman indicated that is the intent.
