Compliance with the <br />3 operational standards of the code in Section 155.29, notably the requirements for <br />4 monochromatic lettering against a solid black background. <br />5 <br />6 As such, planning staff recommends a motion to recommend approval of the Conditional Use <br />7 Permit application for a dynamic display sign, pursuant to findings related to compliance with <br />8 the applicable City regulations, conditioned on modifications to the sign, along with ongoing <br />9 operational practices, that meet the requirements of the sign ordinance. <br />10 <br />11 Alternate actions would be to make a motion to recommend denial of the CUP. In the event of <br />12 a recommendation for denial, the Planning Commission must state its findings related to <br />13 denial on the record. If the action taken is to table consideration, it should be accompanied by <br />14 the specific information requested of staff or the developer necessary to make a <br />15 recommendation. <br />16 <br />17 There were no attendees. <br />18 <br />19 Commissioner Rude noted the email from a resident indicating the money should be spent <br />20 elsewhere should have been communicated to the School Board to answer the resident’s <br />21 question. <br />22 <br />23 City Planner Grittman indicated he was not able to see the letter he mentioned and this is the <br />24 second sign at this location. The original sign was installed in 2008-2009. The expected life <br />25 span of the sign is ten years and that has been surpassed and functionality of the sign has been <br />26 lost. <br />27 <br />28 Chairperson Westrick closed the public hearing at 7:13 p.m. <br />29 <br />30 Motion by Commissioner Morita, seconded by Commissioner Hendrickson, to recommend <br />31 that the City Council approve the requested CUP for an electronic dynamic display sign at <br />32 3303 33rd Avenue NE, with one conditions as detailed in the staff report. <br />33 <br />34 Motion carried 6-0. <br />35 <br />B.36 Request for a City Code Amendment – Code Text General <br />37 <br />38 Chair Westrick reviewed how the public hearing will proceed this evening. <br />39 <br />40 Chairperson Westrick opened the public hearing at 7:14 p.m. <br />41 <br />42 City Planner Grittman reviewed the request and explained that as a part of staff’s ongoing <br />43 Code review, recommendations as detailed in the staff report are provided related to various <br />44 local regulations that require amendment to conform to current practice or required <br />45 clarifications to eliminate inconsistencies and other defects. <br />46
