Building Services | St. Anthony Village , MN <br />MAKING A DIFFERENCE WHERE YOU NEED US <br />CITY MEETINGS <br />MNSPECT commits to attending two City meetings per year as requested by Council at no additional cost. If MNSPECT <br />wishes to attend a Council meeting without the request from Council this will be done at no cost to the City. <br />MNSPECT commits to attend all meetings with property owners or developers regarding current or pending applications. <br />Those meetings are at no cost to the property owner or developer. <br />COMMUNITY IMPROVEMENT SERVICES <br />MNSPECT’s Community Improvement Services Program consists of two separate services: “Code Enforcement” <br />and “Rental Housing Inspections.” The primary focus of Community Improvement Services is to achieve compliance <br />through effective customer service at minimum cost. Our employees understand the importance of coordination with <br />your residents, staff, and other departments. As a result, we exercise an appropriate level of professional judgment in <br />resolving issues. We take an educational, proactive, and non-confrontational approach. <br />Code Enforcement Services <br />An effective Code Enforcement Program improves property values and enhances the presentation to visitors and <br />business prospects. MNSPECT’s Code Enforcement team approaches compliance relying on education, two-way <br />dialogue, and collaboration to achieve a higher percentage of code compliance than that of a heavy-handed approach. <br />Our Code Enforcement Program is customizable, so our Code Officers follow the direction of Watertown’s City Council <br />and staff on how you would like the program to look. We believe that a consistent Code Enforcement Program makes <br />each community we partner with a better and safer place to live, work and play. The following are some of the duties <br />we achieve in our Code Enforcement Program: <br />9 Proactively work with the City and its citizens to maintain a safe and desirable community <br />9 Respond to and investigate code violations – typically within 48 hours <br />9 Post violation notices and provide initial citizen notifications and follow-up inspections <br />9 Provide written reports that include digital photos of violations and action taken <br />9 Prepare cases for court appearances, provide presentations and attend meetings as needed <br />9 Participate in educational activities and customer service surveys related to code enforcement <br />9 Provide statistical, narrative information and detailed reports within agreed upon frequencies <br />Rental Inspections <br />Many communities across the country have rental inspection ordinances or requirements designed to meet housing quality <br />standards and help protect tenants from harm. As permitted and approved, we personalize Rental Inspection programs to help <br />communities identify and address potential safety hazards using the International Property Maintenance Code and applicable <br />local ordinances and housing quality standards as our guides. <br /> 3 Working with each jurisdiction on an appropriate communication strategy, homeowners and landlords are notified and <br />educated about the program. The notification may include a pre-inspection check list. A registration process begins which <br />includes a fee. <br /> 3 Registered rental housing owners are notified that MNSPECT will be handling the inspection process on behalf of the <br />community. <br /> 3 On a pre-determined schedule our inspector will schedule a review of the property and conduct an inspection using the <br />International Property Maintenance Code or adopted local ordinances. <br /> 3 After the inspection, a report is provided to the owner with specific instructions about any needed repairs that may be <br />required. The report also indicates a reasonable timeline for the repairs to be completed. <br /> 3 If repairs are needed, a follow-up inspection is scheduled and performed. <br /> 3 Upon approval, the owner receives a certificate of compliance that the inspection was passed. <br />Our experience has shown that our Rental Inspection program offers many benefits to the community such as: <br />Î Safety of the tenants. <br />Î Improved neighborhoods, hence decreased blight. <br />Î Provides rental database and insight into rental density <br />18 <br />123
