This pond was estimated to have a 20-year <br />life and it is currently 21 years old. A map of the pond was shown. Removing the sediment will <br />bring the pond back to a useful pond. Advertising and opening for bids are anticipated to be in <br />October/November 2022 and bringing the bid results to Council in December. <br />The proposed improvements include: <br />• Remove unconsolidated nutrient rich soils. <br />• Increase pond volume below Normal Water Level. <br />• Improve habitat. <br />• Slow the accumulation of sediment deltas. <br />The engineer's estimate for the project is $275,000 - $325,000. Mr. Messner reviewed the <br />project schedule. This will be done during the winter when the pond is frozen. <br />Councilmember Webster asked about the Mirror Lake project and the Harding Pond project. <br />Mirror Lake is much larger and also handles stormwater from New Brighton. This project is <br />proposed to be much like the project done at Minor Lake although Harding Pond is much <br />smaller. Minor Lake had 60 years of sediment that was removed. <br />Mayor Stille asked if winter projects are more competitive and Mr. Messner stated during the <br />summer months contractors are very busy and they are looking for winter work. The funding <br />source is American Rescue funded by the federal government. <br />Motion by Councilmember Walker, seconded by Councilmember Webster, to approve <br />Resolution 22-053 — Ordering the Preparation of Plans and Specifications and Ordering <br />Advertisement for Bids for the Harding Stormwater Quality Improvements. <br />Motion carried 5-0. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Yunker stated that garbage collection has been in the news lately but nothing <br />major has occurred in St. Anthony. There was a minimal disruption with yard waste collection <br />which Nicole Miller solved. <br />Councilmember Jenson stated on June 10 he attended the Local League of Governments <br />Program Meeting regarding Ramsey County Safety. <br />Councilmember Randle stated on June 10 he also attended the Ramsey County League Meeting. <br />He was interested in hearing more about what was being done to prevent the cad acking crimes. <br />Councilmember Walker had no report. <br />Councilmember Webster thanked the Public Works employees for hosting a luncheon for Jay <br />Hartman. On May 31, she thanked the Mayor for organizing the visit from Salo. Ms. Carol <br />Jensen, conductor of the St. Anthony Civic Orchestra, was inducted into the Owatonna Music <br />
