City Staff has worked closely with the MCES <br />and has requested that MCES consider removing the City from the I/I Surcharge Program. The <br />MCES has agreed to remove the City from the I/I Surcharge Program under the condition the <br />City enter into a Memorandum of Understanding (MOU) with the MCES to undertake a Long <br />Term I/I Mitigation Program. <br />The Memorandum of Understanding includes removal from the MCES Surcharge Program, <br />Document strategy for private property I/I mitigation within the community, Recognize the <br />challenges faced by the community, and Establish opportunities to measure program impact. <br />Councilmember Jenson asked who has the role of inspecting the sewer prior to the sale of a <br />home. Mr. Messner stated there is a point of sale program within the City. Home Sales do an <br />inspection of the home. City Manager Yunker stated the realtor would advise the seller on the <br />City's requirement. <br />Councilmember Randle asked how many years have the street reconstruction projects been going <br />on and Mr. Messner stated since 1999. There is 1/3 of the street reconstruction projects to be <br />done. The MOU will be looking at the private infrastructure. Mr. Messner stated there are <br />possibilities of grants to help the homeowner with repairs/replacement of their private <br />infrastructure. <br />Councilmember Webster thanked Mr. Messner for his presentation. When she and her husband <br />moved into St. Anthony in 1999 there was a program to assist homeowners with some recent <br />flooding. With that program there were some income limits. This could be an expensive project <br />for some households and she appreciates Mr. Messner looking into funds available. Mr. Messner <br />stated the Met Council has a huge investment in this. <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />22-052 — Approving the Memorandum of Understanding between the City of St. Anthony <br />Village and the Metropolitan Council of Environmental Services Relating to Ongoing Inflow and <br />Infiltration Program. <br />Motion carried 5-0. <br />C. Resolution 22-053 — Ordering the Preparation of Plans and Specifications and Ordering <br />Advertisement for Bids for the Harding Stormwater Quality Improvements. <br />City Engineer Messner reviewed the resolution approves the preparation of plans and <br />specifications and authorizes the advertisement for bids for the Harding Pond Stormwater <br />Quality Improvements. Mr. Messner explained the recent survey that was done on the pond. The <br />
