City Council Regular Meeting Minutes <br />April 26, 2022 <br />Page 3 <br />1 stations and a proposal will be coming before the City Council at a future date. The <br />2 City has purchased two electric vehicles. <br />3 <br />4 Mr. Don Jenson, 3004 Armour Terrace, is part of the mill and overlay project. He <br />5 provided a two-page summary of his concerns to the City Council. He has no problem <br />6 with the project moving forward. His issue is the amount of disclosure that comes to <br />7 the residents. He would like more detail on the breakdown of the assessment. There <br />8 has not been sufficient time for residents to review. There needs to be a better way to <br />9 communicate to the residents in the future. More payback options needs to be <br />10 provided. He does not know how the math works for the City’s and the resident’s <br />11 portion of the mill and overlay assessment. There are 81 residents on the mil and <br />12 overlay assessment list and suggested a mailing be sent asking who would be willing <br />13 to prepay. He suggested some of the possibilities might be a better way of doing <br />14 business. Mr. Jenson asked for a courtesy copy of the draft minutes. <br />15 <br />16 Mayor Stille thanked Mr. Jenson for his suggestions and comments. <br />17 <br />18 Mayor Stille closed the public hearing at 7:44 p.m. <br />19 <br />20 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve <br />21 Resolution 22-037 – Ordering Improvements for the 2022 Street and Utility <br />22 Improvements. <br />23 <br />24 Motion carried 5-0. <br />25 <br />b.26 Resolution 22-038 – Adopting and Confirming Assessments for the 2022 Street and <br />27 Utility Improvements. <br />28 <br />29 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve <br />30 Resolution 22-038 – Adopting and Confirming Assessments for the 2022 Street and <br />31 Utility Improvements. <br />32 <br />33 Motion carried 5-0. <br />34 <br />c.35 Resolution 22-039 – Awarding a Bid for the 2022 Street and Utility Improvements. <br />36 <br />37 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve <br />38 Resolution 22-039 – Awarding a Bid for the 2022 Street and Utility Improvements <br />39 for McNamara Contracting for $2,123,247.60. <br />40 <br />41 Motion carried 5-0. <br />42 <br />B.43 Code Amendments Revisions <br />44 <br />a.45 Ordinance 2022-01 – Amending the St. Anthony City Code by Amending Deleting <br />46 the C. Commercial Zoning District and Replacing it in its Entirety. <br />7
