City Council Regular Meeting Minutes July 12, 2022 Page 2 4 6 7 F11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 V. 28 29 VI. 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 Finance Director Shelly Rueckert reviewed it's common practice for local governments use tax exempt bond financing to provide funds for major project such as Street and Utility Reconstruction (annually), Park Improvements, Trails and Sidewalks (as needed), Building Improvements or Replacement (as needed), and Major Equipment Purchases Fire Trucks (once a decade). Annual street improvements are the main driver of the debt levy. Engineering and Financial planning begins approximately one year in advance of the construction Start Date. The sources and uses for street improvement and debt service funds were reviewed. A future Street Improvements Map was provided for Council review. Ms. Rueckert reviewed the Debt Levy Planning Program. Ms. Rueckert stated there will be no street improvements in 2023. The City Council is requested to approve the proposed 2023 Debt Levy of $2,487,181. This is the fourth year in a row at that amount. Councilmember Randle stated debt levy that is flat for four years in a row says a lot. Mayor Stille stated the City has had their foot on the gas for reconstructing streets for the past 20 years. Over 80% of our roads have been reconstructed. The City has been fortunate. Mayor Stille closed the public hearing at 7:16 p.m. Motion by Councilmember Randle, seconded by Councilmember Walker, to Approve Resolution 22-058 Approving the Proposed 2023 Debt Levy and the Phase II Debt Levy Program for the City of St. Anthony Village. Motion carried 4-0. REPORTS FROM COMMISSION AND STAFF — NONE. GENERAL BUSINESS OF COUNCIL. A. Resolution 22-059 — Approving the Gambling License for the Northeast Minneapolis Lions Community Foundation Located at 2720 Highway 88 City Manager Yunker reviewed the Northeast Minneapolis Lions Community Foundation has secured a lease with the Village Pub for gambling that will begin on or before September 1, 2022. The organization is applying for a Premise Permit for gambling with the State of Minnesota. A requirement of the State permit application is acknowledgement by the local unit of government and allowance of the gambling to take place within City limits. Two representatives from the Northeast Minneapolis Lions Community Foundation were present. Mr. Tom Hagen and Ms. Heidi Zaworski were present. Ms. Heidi Zaworski stated they have been in the Village Pub since it opened. She reviewed some of the items they have donated within the City and have been a long-time supporter of St. Anthony. Mr. Hagen thanked the Council for allowing them to attend and request the license.
