The Utility Rates for <br />2023 parameters are to align revenue sources with corresponding costs, provide transparency as <br />to the basis of rates and rate adjustments, maintain a structural balanced operation and ensure <br />that rates appropriately support the ability to provide safe drinking water, properly discharge <br />sanitary sewer flows and provide appropriate control and treatment of stone water runoff. <br />Water Fund expenditures are comprised of two primary operating functions — Production <br />($917,483) and Distribution ($753,974). The current recommendation to adjustment to <br />distribution fee includes continuing the phase -in of a quarterly fee to support distribution system <br />costs and Quarterly Water Distribution fee increase by $3.00. <br />The current recommendation to adjustment in usage rates includes: The water usage tier rates <br />increase will range from .08 - .13 cents per 1,000 gallons in 2023. Water consumption for 2023 <br />is projected to be 5% lower than 2022 consumption. A chart showing the adjustment impact was <br />provided for the City Council. <br />The Sanitary Sewer Fund expenditures are comprised of two primary operating functions <br />Treatment ($830,941) and Collection ($558,057). The current recommendation to adjustment to <br />Collection Fee includes Continuing the phase -in of the quarterly fee to support collection system <br />costs and Quarterly Sewer Collection fee will increase by $2.05. The current recommendation to <br />adjustment in Usage Rate includes Continue to manage the growth in usage rates to recognize <br />the revenues provided by the phase -in of the Sewer collection fee, MCES treatment rate up <br />6.89% ($49K) and the Sewer usage rate will increase to $4.73 per 1,000 gallons — 2%. A chart <br />showing the adjustment impact was provided for the City Council. <br />The multi -year approach to Stormwater rates which increased the quarterly single family <br />residential charge to increase by $.35 has been complete. The rates for classifications 1-3 will not <br />increase in 2023. The rates for classifications 4-6 will be adjusted in 2023. A chart showing the <br />rates was provided for the City Council. <br />Charts showing the Rate Survey and Impacts by Tier Levels were provided. <br />Councilmember Walker asked about R4 stormwater rates and why they would be classified as 5 <br />rather than 4. Ms. Rueckert stated it is apartments and they are billed on a per acre basis rather <br />
