He asked what the consumption rate is based on and Ms. Rueckert stated it <br />was a drier summer. A 5% drop is assumed. <br />4 Councilmember Webster stated several years ago the City Council began the Tiered approach to <br />5 conserve water. She encouraged Council to discuss other ways they can encourage minimization <br />6 of water use throughout the community. <br />8 Mayor Stille stated what is being done is equitable and fair to all. It is environmentally <br />9 sustainable. The tiered approach was a mandate by the DNR but not enforceable. The <br />10 comparison to other cities is important to show that St. Anthony is competitive. <br />11 <br />12 Mayor Stille closed the public hearing at 8:20 p.m. <br />13 <br />14 Motion by Councilmember Webster, seconded by Councilmember Jenson, to adopt First <br />15 Reading of Ordinance No 2022-08 An Ordinance Amending Multiple Sections of Chapter 33 <br />16 Sewer, Water, License ad Permit Fees, Storm Water Facilities was approved. <br />17 <br />18 Motion carried 5-0. <br />19 <br />20 V. REPORTS FROM COMMISSION AND STAFF - NONE. <br />21 <br />22 VI. GENERAL BUSINESS OF COUNCIL - NONE. <br />23 <br />24 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />25 <br />26 City Manager Yunker had no report. <br />27 <br />28 Councilmember Webster stated she attended the Oct 29 Kiwanis event. On Thursday, November <br />29 3 she and Mayor Stille were invited to speak to a girl scout troop. The girl scouts came up with a <br />30 list of pros and cons for a dog park and came up with suggestions Council had not thought of. <br />31 <br />32 Councilmember Randle had no report. <br />33 <br />34 Councilmember Jenson stated he attended the Oct 29 Kiwanis event. He also attended the <br />35 Council work session. <br />36 <br />37 Councilmember Walker attended the Council work session. <br />38 <br />39 Mayor Stille stated today he attended the Mississippi Watershed Organization Board Meeting. <br />40 Council was all in attendance to the November 3, 2022 work session where the City-wide survey <br />41 was discussed. He attended the November 3 girl scout meeting. He attended the Kiwanis event <br />42 also. <br />43 <br />44 VIII. COMMUNITY FORUM. <br />45 <br />46 No one appeared to address the Council. <br />
