City Council Regular Meeting Minutes <br />November 22, 2022 <br />Page 4 <br />1 equipment is required to be worn when entry into an environment that is immediately dangerous <br />2 to life and health such as a fire or hazardous materials spill needs to take place. <br />3 <br />4 The Joint Powers Agreement is an effort to allow all participating organizations the ability to <br />5 purchase breathing equipment, ideally tested and maintained by the manufacturer, resulting in <br />6 increased life safety to the firefighters. <br />7 <br />8 Staff recommends that the City Council authorize City Staff to participate in the Joint Powers <br />9 Agreement. <br />10 <br />11 Motion by Councilmember Walker, seconded by Councilmember Webster, to approve <br />12 Resolution 22-079 – Authorizing Entering into a Joint and Cooperative Agreement for Purchase <br />13 and Use of Self-Contained Breathing Apparatus (SCBA). <br />14 <br />15 Motion carried 5-0. <br />16 <br />D.17 Resolution 22-080 – Supporting the City of St. Anthony Village Grant Application <br />18 Submittal for the 2022-2023 Minnesota Department of Transportation Active <br />19 Transportation Infrastructure Program. <br />20 <br />21 City Engineer Messner reviewed the Minnesota AT Infrastructure Program provides grant <br />22 funding for the construction of pedestrian and bicycle infrastructure projects. The program was <br />23 established by the Minnesota Legislature in 2017 and is defined in Minnesota Statute 174.38. <br />24 Currently, the legislature appropriated a total of $3.5 million for infrastructure projects across the <br />25 state. <br />26 <br />27 Active Transportation funding does not require any local match, and grants are paid on a <br />28 reimbursable basis. Grant requests will be between $50,000 and $500,000 to fund up to 100% of <br />29 eligible AT construction costs. <br />30 <br />31 If successful, the grant funds received will be used to remove the existing sidewalk and construct <br />32 a new 10-foot-wide pedestrian/bike trail along St. Anthony Blvd. between Ridgway Pkwy and <br />33 Minneapolis Diagonal Trail. <br />34 <br />35 Staff recommends approval of the resolution of support for the grant application for the 2022 <br />36 Minnesota Department of Transportation Active Transportation (AT) Grant Program. <br />37 <br />38 Councilmember Webster thanked Mr. Messner for bringing this forward.
