City Council Regular Meeting Minutes <br />November 22, 2022 <br />Page 5 <br />1 Motion carried 5-0. <br />2 <br />E.3 Resolution 22-081 – Awarding a Bid for the Harding Pond Stormwater Quality <br />4 Improvements. <br />5 <br />6 City Engineer Messner reviewed this resolution awards the contract for the Harding Pond <br />7 Stormwater Quality Improvement Project to the lowest bidder. <br />8 <br />9 A drawing of the Harding Pond with sediment accumulation levels was shown to the Council. <br />10 The sediment needs to be removed to allow for rainwater storage. The proposed improvements <br />11 include removing unconsolidated nutrient rich soils, increase pond volume below Normal Water <br />12 Level, improve habitat and slow the accumulation of sediment deltas. <br />13 <br />14 Bids were received for this project on Wednesday, November 9, 2022, and were opened and read <br />15 aloud. Eight bids were received. The bids were checked for mathematical accuracy. The low bid <br />16 was submitted by Nadeau Companies, LLC, Hampton, MN in the amount of $146,318.00. The <br />17 Engineer’s estimate was $170,605.00. Staff recommends the City Council consider these bids <br />18 and award a contract in the amount of $146,318.00 to Nadeau Companies, LLC based on the <br />19 results of the bids received. The total project cost is $198,300 including $14,000 contingency <br />20 costs and $38,000 engineering costs. The funding source is from the St. Anthony Village <br />21 Stormwater Fund. The project schedule if approved this evening would include the pond draw <br />22 down in late November 2022 and excavation would begin in December 2022 (Weather <br />23 permitting). The final turf establishment would be in the Spring of 2023. <br />24 <br />25 Councilmember Randle asked when the water is pumped out of the pond where is it pumped to <br />26 and Mr. Messner stated it would be pumped into the storm water system. <br />27 <br />28 Councilmember Jenson asked what Mr. Messner’s confidence level is with the lowest bidder. <br />29 Mr. Messner stated his coworkers have said they are reputable and have done work in the <br />30 southern metro. They came highly recommended. <br />31 <br />32 Councilmember Walker asked if there is an annual rate at which the sediment settles. He also <br />33 asked how often the heat detection is done. Mr. Messner stated the sediment rate for ponds varies <br />34 by watershed area. WSB has a computer program which looks at the size of the pond and <br />35 determines when inspections should be done. The heat detection is done every 10 years. <br />36 Councilmember Walker asked about the bids and being such a large difference between the <br />37 highest and lowest bidder. The highest bidders may already have a lot of work on the books and <br />38 getting another bid would be icing on the cake. <br />39 <br />40 Mr. Messner noted there was a public information meeting with the residents who live nearby the <br />41 pond. There were 5-6 attendees. <br />42 <br />43 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />44 22-081 – Awarding a Bid for the Harding Pond Stormwater Quality Improvements to Nadeau <br />45 Companies LLC in the amount of $146,318.00. <br />46 <br />9
