Page 4 <br />2.22.Process Residuals <br />The material that cannot be economically recycled due to material characteristics such as size, <br />shape, color, cross-material contamination, etc. and must be disposed of as mixed municipal solid <br />waste. Process Residuals include but not limited to: Bulky Wastes, contaminants, sorted tailings, <br />floor sweepings, and rejects from specific processing equipment (e.g. materials cleaned from <br />screens, etc.). Process Residuals do not include clean, separated products that are normally <br />processed and prepared for shipment to markets as commodities but are of relatively low value <br />because of depressed market demand conditions. <br />2.23.Processing <br />The sorting, volume reduction, baling, containment or other preparation of Recyclable Materials <br />delivered to the processing center for transportation or marketing purposes. <br />2.24.R&E Center <br />Ramsey/Washington Recycling & Energy Center, a waste processing facility owned and operated by <br />the Ramsey/Washington Recycling & Energy Board, located at 100 Red Rock Road, Newport <br />Minnesota. <br />2.25.Recyclable Materials or Recyclables <br />The portion of solid waste that is separated at the source by the generator for the purpose of <br />Recycling, and is comprised of materials deemed recyclable and included on the list of Required <br />Recyclable Materials in Contract Exhibit B - Recyclable Materials List and any other materials agreed <br />upon by the Contractor and City in the future or as part of contract negotiations. Also referred to as <br />Recycling. <br />2.26.Refuse <br />The portion of solid waste that is not separated at the source by the generator for the purpose of <br />reuse, Recycling, or Yard Waste composting. <br />2.27.Single-Family Household <br />Any residential dwelling unit within a building of three or fewer dwelling units. <br />2.28.Single-Sort <br />A system where Customers place Recyclable Materials into one Recycling Cart for Recycling <br />Collection, with the materials later processed at a materials Recycling facility, including sorting into <br />their individual marketable commodities. <br />2.29.Source-Separated Organic Materials <br />The portion of solid waste that is separated at the source by the generator for the purpose of food <br />to animals, composting, or anaerobic digestion, and may include food scraps and plant materials. <br />2.30.Tip Fee or Tipping Fee <br />Amount to be charged at the receiving facility for the transfer and/or processing of solid waste <br />material. The disposal costs (also known as “tipping fees”) shall be paid by the Contractor and <br />included in the rate as charged to City customers. <br />119
