Page 5 <br />2.31.Transfer Station <br />A facility identified by the City as accepting solid waste delivered by the Contractor during the term <br />of this Contract. Proposed Transfer Stations identified may be proposed by the Contractor but must <br />be approved in writing by the City. <br />2.32.Unacceptable Materials <br />Materials that are prohibited from Refuse, Recycling, Organics Recycling or Yard Waste streams, <br />such as but not limited to hazardous waste, and other prohibited materials as defined by State <br />Statutes and/or County policies, or are otherwise not accepted by the Contractor. <br />2.33.Walk-Up Service <br />Customers with physical limitations shall be entitled to the Walk-Up Service without additional <br />charge. <br />2.34.Yard Waste <br />Compostable plant material including grass clippings, leaves, weeds, garden plants, and brush and <br />branches under four inches in diameter and under four feet in length. <br />3.REFUSE COLLECTION SERVICES TO BE PERFORMED BY CONTRACTOR <br />This section is specific to Refuse disposal/processing services. The City offers weekly Collection <br />from the small, medium, or large wheeled Refuse Carts to all Customers and Every Other Week <br />Refuse Collection from small Refuse Carts. <br />3.1.General Collection and Disposal <br />The Contractor shall furnish all labor, materials, and equipment, and perform all work necessary for <br />the Collection, disposal, and processing of Refuse for approximately 1,900 Residential Dwelling <br />Units in the City. <br />The Contractor shall also furnish all labor, materials, and equipment and perform all the work <br />necessary for the Collection and disposal of Refuse from City buildings and City park facilities as <br />listed in the Contract Exhibits, as well as the annual Citywide Clean-Up Event as described below. <br />All Refuse shall be collected, transported, weighed, and disposed of at the Hennepin Energy <br />Recovery Center (HERC) or Ramsey/ Washington County Recycling & Energy Center (R&E Center) <br />per county ordinance requirements. The Contractor may use an alternate facility when either the <br />HERC or R&C Center is not operable. Any alternate facility must be approved by the City prior to <br />the commencement of the Term of the Contract and must process all Refuse collected in <br />accordance with Minnesota Statutes (M.S.) 115A.03, subdivision 5, and M.S. 473.848, subdivision 5, <br />any other applicable statute or regulation, and appropriate county solid waste designation <br />ordinances. The Contractor shall weigh each Collection truck before and after unloading. The <br />Contractor shall also furnish all labor, materials, and equipment and perform all the work necessary <br />for the Collection and disposal of Refuse from City buildings and City park facilities listed in the <br />120
