Page 8 <br />5.1.General Collection and Disposal <br />The Contractor shall furnish all labor, materials, and equipment and perform all work for the weekly <br />Collection and disposal of Yard Waste as a subscription-based program from approximately April <br />through November each year. <br />Eligible Customers may subscribe for regular Yard Waste Collection service and receive a large <br />(approximately 95-gallon) Yard Waste Cart. Yard waste including leaves, grass clipping, and twigs <br />shall be collected in Contractor provided Yard Waste containers, brown paper lawn and leaf bags, or <br />certified Compostable Bags. Small branches will be collected at no extra charge as long as the <br />branches are less than four inches in diameter and less than four feet long. <br />The Contractor must provide to existing and potential subscribers proposed prices for Yard Waste <br />cart service, which includes an additional overflow of five Compostable Bags for Yard Waste. A <br />price per bag for each bag over the five overflow bag limit must be included. Customers are to <br />contact the Contractor for Collection of additional bags. <br />The Contractor must identify their proposed Composting Facility or Yard Waste transfer station to <br />be utilized. This Contract requires Yard Waste collected from St. Anthony to be kept separate from <br />other materials. Weight or cubic yard totals from St. Anthony Yard Waste loads shall be reported to <br />the City. The Contractor shall retain Yard Waste load tickets (e.g., scale tickets) for City inspection <br />upon request. <br />5.2.Frequency of Collection <br />The Contractor shall provide weekly Yard Waste Collection April 1 through November 30, and as <br />requested by the City. The City retains the right to modify these dates slightly, depending upon the <br />weather. <br />5.3.Christmas Tree Collection <br />As part of Yard Waste Collection services, the Contractor shall provide a separate Collection of live <br />(cut) Christmas trees during each of the first three full weeks of January, at no extra cost to <br />Customers. Collection services shall be provided on the same day of the week as the customer’s <br />regular Refuse and Recycling Collection. <br />Customers will be instructed by the City to set out “clean” Christmas trees only. Customers may not <br />wrap trees in plastic bags and must remove all ornaments, tinsel and other foreign debris. Clean <br />Christmas trees may then be set out next to carts, but only during the designated period. If a <br />Christmas tree is set out and is not sufficiently clean (e.g., containing ornaments, tinsel, etc.), the <br />Contractor should not collect and should attach an education tag to the tree with specific <br />instructions about why it was not collected and how the Customer can still discard their tree (e.g., <br />remove the contaminants, where it can be taken, etc.). <br />The Contractor shall not mix other types of Refuse or inorganic materials with the Christmas trees <br />or take any action to make the Christmas tree material unacceptable to the operators of the <br />processing site. <br />123
