Page 15 <br />10.Spill kit <br />8.3.Operating Conditions <br />Contractor vehicles shall be constructed and maintained in a manner that their contents will not <br />leak, blow away, or spill therefrom. Vehicles shall not be allowed to stand in any street, alley, or <br />another place longer than is reasonably necessary for Collections. <br />8.4.Size of Vehicle <br />Contractor vehicles shall be sized to operate and negotiate turning movements in the City’s streets <br />and alleys without causing damage to public or private property or creating traffic hazards. <br />8.5.Vehicle Fluid Spills Responsibilities <br />The Contractor shall report all hydraulic fluid spills and leaks to the City and the Contractor’s <br />supervisor within one hour of occurrence, or as soon as reasonably possible.If City staff is <br />unavailable, spills must be reported to the Public Works on-call person (612-240-4931). The <br />Contractor is responsible to clean up spills. Reporting all spills and leaks to the City does not replace <br />any state reporting obligations, including, for example, the state requirement for the Contractor to <br />report spills to the Minnesota Duty Officer if the spill is over five (5) gallons. <br />9.PERSONNEL REQUIREMENTS <br />9.1.Designated Supervisor <br />Contractor shall have a designated supervisor to do the following: manage its drivers and other <br />workers (e.g., helpers); interact with the City staff to address problems as they arise; meet with the <br />City whenever it is deemed necessary by the City; interface directly with Customers when deemed <br />necessary by the City; and have continual direct communication with Contractor’s Customer service <br />staff and haulers. The designated supervisor shall also be readily available to meet or otherwise <br />communicate with the City on an as needed basis. <br />9.2.Personnel Conduct <br />1.The Contractor’s personnel shall be trained both in program operations and in Customer <br />service to ensure all personnel maintains a positive attitude when dealing with City staff and <br />Customers. Contractor personnel shall conduct themselves at all times in a respectful and <br />courteous manner and not use any abusive or foul language. <br />2.Perform their duties in accordance with all existing laws and ordinances and future <br />amendments thereto of the Federal, State, and local governing boards. <br />3.Be clean and presentable in appearance, as can reasonably be expected. <br />4.Wear a uniform and employee identification badge or name tag. <br />5.Drive in a safe and considerate manner, including the speed limits. <br />6.Manage Carts in a careful manner by rolling, picking them up, emptying their contents into <br />the Collection vehicle, and placing (not throwing, kicking or sliding) the Cart back to their <br />designated location so as to avoid spillage and littering or damage to the Cart or property. <br />130
