City Council Regular Meeting Minutes <br />January 10, 2023 <br />Page 3 <br />partners. Councilmember Jenson is on the Board. Ms. Lewis-Dmello provided statistics on <br />clients and appointments for fiscal year 2021-2022 (July— June). Funding sources were <br />reviewed. St. Anthony provides $31,000 per year based on per capita. <br />5 Ms. Lewis-Dmello reported on the State of Youth Mental Health in MN. The Mental Health <br />6 Programs and Community Service Programs were reviewed. The Mental Health Program <br />7 consists of Clinic Based Mental Health, School Based Mental Health and NETS Day Treatment. <br />8 The Community Service Program consists of Youth Diversion, Community Connections and <br />9 Community Advocacy. <br />10 <br />I 1 In the future they are hoping to: <br />12 • Expanding Community Connections to general youth referrals. <br />13 • Adding specialized advocates — domestic violence, youth, elders. <br />14 • Building and expanding Play Therapy Services. <br />15 • Expanding modalities such as art therapy, horticulture therapy, among other culturally <br />16 responsive interventions. <br />17 • Establish NYFS as a Training Site for new providers with pathways for BIPOC <br />18 providers. <br />19 • More group therapy offerings and support for parents. <br />20 • Staff wellness and work sustainability measures to support longevity in the field. <br />21 <br />22 Councilmember Webster thanked Angela for her work and for taking on this leadership role. <br />23 <br />24 Councilmember Walker thanked Angela for her presentation. He asked if with the cases of <br />25 COVID decreasing are the number of clients decreasing? Angela stating there are a ton of <br />26 clients that need assistance and are on the waitlist. There is a lot of catch-up to be done. <br />27 Councilmember Walker asked if there is a need for volunteers and Ms. Lewis-Dmello stated <br />28 there is a great demand for volunteers. Councilmember Walker asked for more information on <br />29 program at Century College. <br />30 <br />31 Councilmember Jenson thanked Angela for the overview provided and how they partner with <br />32 various communities. He asked if they are at staff levels needed and Angela stated they are <br />33 getting closer. <br />34 <br />35 Mayor Stille stated is it true some of the senior programs were put on hold. Angela stated they <br />36 were. They are going through a strategic planning process this summer. Mayor Stille thanked <br />37 NYFS for their partnership with the City. <br />38 <br />39 City Manager Yunker noted a correction on the amount on the agreement which should be <br />40 $20,265.65. <br />41 <br />42 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution <br />43 23-015 — Agreement with Northeast Youth and Family Services. <br />44 <br />45 Motion carried 5-0 <br />46 <br />
