City Council Regular Meeting Minutes <br />January 10, 2023 <br />Page 6 <br />1 Two proposals were received from Walters Recycling & Refuse and Aspen Waste Systems Inc. <br />2 The City Attorney has reviewed the contract and staff recommends approving the final contract <br />3 with Aspen Waste Systems Inc. for Solid Waste and Recycling Services. A copy of the contract <br />4 was provided for Council review. There have been meetings to discuss the transition plan and <br />5 how best to communicate to the residents. A direct mailing will be sent to all residents by the end <br />6 of January. A new webpage will be created to provide more information. <br />8 Mayor Stille stated 7-8 years ago an organized collection was done with three haulers. One <br />9 hauler had service issues. There will only be one hauler to deal with and the cost will be less. <br />10 <br />1 1 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />12 23-017 — Approving the Contract Agreement with Aspen Waste Systems, Inc. for Solid Waste <br />13 and Recycling Services. <br />14 <br />15 Motion carried 5-0 <br />16 <br />17 E. 2022 Goals Update. <br />18 <br />19 City Manager Yunker provided the 2022 Goals Update for the City Council. <br />20 <br />21 VIL REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />22 <br />23 City Manager Yunker stated the Students in Governments gave the City a group photo. <br />24 <br />25 Councilmember Walker had no report. <br />26 <br />27 Councilmember Jenson stated on December 15, he attended the Ramsey County Local League of <br />28 Governments Annual Program. <br />29 <br />30 Councilmember Randle had no report. <br />31 <br />32 Councilmember Webster stated on December 14 she attended the North Suburban Cable <br />33 Commission Board Meeting. <br />34 <br />35 Mayor Stille stated on December 14 he and Councilmember Jenson participated in the Students <br />36 in Government Day. On December 16, he attended MWMO Executive Committee Meeting. On <br />37 December 20, he and the City Manager participated in a meeting with area Mayors in discussion <br />38 led by LOMC. On January 9, he attended the Regional Council of Mayors. Earlier this afternoon <br />39 he attended the MWMO Board Meeting where a $436,000 grant was approved to be utilized for <br />40 the reconstruction of 37' Avenue between Stinson Blvd to Central Ave. This is a 2023 project. <br />41 <br />42 VIII. COMMUNITY FORUM. <br />43 <br />44 Ms. Lona Doolan, 3511 Harding Street congratulated City Council and Staff as being accepted <br />45 as a Gold Leaf Pilot City. <br />46 <br />
