The certificate of compliance is valid until the next <br />point of sale unless it was lined then it would be 25 years. The partial lining would be 10 years. <br />4 Questions that need to be addressed: <br />5 -Residents in the process of selling their home — implementation date. (Jenson) <br />6 -Can the video inspection obtained during street construction be considered or does another <br />7 inspection need to be done? (Webster) <br />8 -Could the cost of repairs be added to the assessment rolls. (Randle) <br />9 -Could public works provide the work was asked by Mr. Don Jenson. <br />10 <br />11 City Manager Yunker stated Staff could revise the Ordinance and bring it back for consideration. <br />12 If Ordinance is approved this evening, Staff can look at how the Ordinance can get applied for the <br />13 first few months addressing the houses that are for sale currently and the street reconstruction <br />14 inspections. <br />15 <br />16 Councilmember Webster asked if a resident's income is less than a certain amount could public <br />17 works provide the inspection. City Manager Yunker stated currently the City does not own the <br />18 equipment to do the inspection. They can see if the last three years of video from road construction <br />19 is available and can be considered. <br />20 <br />21 Motion by Councilmember Randle to adopt Third and Final Reading of Ordinance 2022-09 — <br />22 Amending Section 50.16 of Chapter 50 Storm Water and Sanitary Sewers. <br />23 <br />24 Motion failed due to lack of a second. <br />25 <br />26 Motion by Councilmember Webster, seconded by Councilmember Jenson to table adoption of <br />27 Third and Final Reading of Ordinance 2022-09 — Amending Section 50.16 of Chapter 50 Storm <br />28 Water and Sanitary Sewers until the next City Council Meeting. <br />29 <br />30 Motion carried 4-1(Stille) <br />31 <br />32 D. Resolution 23-017 — Approving the Contract Agreement with Aspen Waste Systems Inc. <br />33 for Solid Waste and Recycling Services. <br />34 <br />35 Assistant to the City Manager Nicole Miller reviewed the current organized collection contract <br />36 for solid waste and recycling ends April 1, 2023. Staff has engaged in discussion with the <br />37 Council on desires for the next solid waste and recycling contract. <br />38 <br />39 The following items were identified to be included/revised from the previous RFP: <br />40 • Seek proposals from a single hauler to service the whole City. <br />41 • Curbside organics collection. <br />42 • Weekly recycling collection. <br />43 • Inclusion of collection of waste and recycling for all City facilities. <br />44 • Inclusion of hauler -staffed Spring Clean-up Event. <br />45 • Separation of refuse collection and disposal prices for increased transparency. <br />46 <br />
