City Council Regular Meeting Minutes <br />July 12, 2022 <br />Page 2 <br />1 Finance Director Shelly Rueckert reviewed it’s common practice for local governments use tax <br />2 exempt bond financing to provide funds for major project such as Street and Utility <br />3 Reconstruction (annually), Park Improvements, Trails and Sidewalks (as needed), Building <br />4 Improvements or Replacement (as needed), and Major Equipment Purchases Fire Trucks (once a <br />5 decade). Annual street improvements are the main driver of the debt levy. Engineering and <br />6 Financial planning begins approximately one year in advance of the construction Start Date. The <br />7 sources and uses for street improvement and debt service funds were reviewed. A future Street <br />8 Improvements Map was provided for Council review. Ms. Rueckert reviewed the Debt Levy <br />9 Planning Program. Ms. Rueckert stated there will be no street improvements in 2023. <br />10 <br />11 The City Council is requested to approve the proposed 2023 Debt Levy of $2,487,181. This is <br />12 the fourth year in a row at that amount. <br />13 <br />14 Councilmember Randle stated debt levy that is flat for four years in a row says a lot. <br />15 <br />16 Mayor Stille stated the City has had their foot on the gas for reconstructing streets for the past 20 <br />17 years. Over 80% of our roads have been reconstructed. The City has been fortunate. <br />18 <br />19 Mayor Stille closed the public hearing at 7:16 p.m. <br />20 <br />21 Motion by Councilmember Randle, seconded by Councilmember Walker, to Approve Resolution <br />22 22-058 Approving the Proposed 2023 Debt Levy and the Phase II Debt Levy Program for the <br />23 City of St. Anthony Village. <br />24 <br />25 Motion carried 4-0. <br />26 <br />27 V.REPORTS FROM COMMISSION AND STAFF – NONE. <br />28 <br />29 VI.GENERAL BUSINESS OF COUNCIL. <br />30 <br />A.31 Resolution 22-059 – Approving the Gambling License for the Northeast Minneapolis <br />32 Lions Community Foundation Located at 2720 Highway 88. <br />33 <br />34 City Manager Yunker reviewed the Northeast Minneapolis Lions Community Foundation has <br />35 secured a lease with the Village Pub for gambling that will begin on or before September 1, <br />36 2022. The organization is applying for a Premise Permit for gambling with the State of <br />37 Minnesota. A requirement of the State permit application is acknowledgement by the local unit <br />38 of government and allowance of the gambling to take place within City limits. Two <br />39 representatives from the Northeast Minneapolis Lions Community Foundation were present. Mr. <br />40 Tom Hagen and Ms. Heidi Zaworski were present. Ms. Heidi Zaworski stated they have been in <br />41 the Village Pub since it opened. She reviewed some of the items they have donated within the <br />42 City and have been a long-time supporter of St. Anthony. Mr. Hagen thanked the Council for <br />43 allowing them to attend and request the license. <br />44 <br />45
