Street and Utility improvements going forward are scheduled with an off year every <br />2 third year. <br />3 <br />4 The Phase II Debt Levy Benefits were reviewed in detail along with the Resulting Debt Levy <br />5 Program 2023-2037. <br />6 <br />7 Councilmember Jenson held up the book containing the Capital Improvement Plan noting it is <br />8 very detailed. <br />9 <br />10 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the Capital <br />11 Improvement Plan for 2023-2027 and 2028-2039. <br />12 <br />13 Motion carried 4-0. <br />14 <br />C.15 2022 Goals Update <br />16 <br />17 City Manager Charlie Yunker reviewed in detail the 2022 Goals Update for the 3rd Quarter. An <br />18 update on the Action Steps for Environmental Responsibility, Quality Infrastructure, Civic <br />19 Engagement, Thriving Neighborhoods, Communicate Transparently & Effectively, Safe & <br />20 Secure Community, and Fiscal & Organizational Strength was provided by Mr. Yunker. <br />21 <br />22 Mayor Stille showed the goals pyramid that was determined in January and Mr. Yunker provided <br />23 updates to the pyramid. <br />24 <br />25 Councilmember Jenson stated there are 57 items on the pyramid and 52 items have had some <br />26 action taken. <br />27 <br />28 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />29 <br />30 City Manager Yunker had no report. <br />31 <br />32 Councilmember Webster stated on October 20, she attended the North Suburban Cable <br />33 Commission and North Suburban Access Corporation Board Meeting. <br />34 <br />35 Councilmember Jenson stated on October 18, he attended the St. Anthony Historical Society <br />36 Meeting and on October 19, he attended the Metro Cities Board of Directors Meeting. <br />37 <br />38 Councilmember Walker had no report. <br />39 <br />40 Mayor Stille reported this afternoon he attended the Mississippi Water Management Watershed <br />41 Organization Executive Meeting. <br />42 <br />43 VIII.COMMUNITY FORUM. <br />44 <br />45 Reverend Tyler Sit, Northeast United Methodist Church, stated he has been in St. Anthony <br />46 Village for 3 months.
