City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />November 29, 2022 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers <br />Planning Commission: <br />Meridith Socha, Paul Morita, Paul Morita, Thomas Kuykendall, Member, Corey Erickson, Chelsey <br />Hendrickson, Member, Jennifer Gaveske, Commissioners <br />Parks & Environmental Commission: <br />James Niemi, Terese Bordeau, Lona Doolan, Michael Guest, Commissioners <br />Staff: <br />Charlie Yunker, City Manager, Nicole Miller, Assistant to the City Manager, and Shelly Rueckert, Finance <br />Director <br />Consultants: <br />Steve Grittman, City Planner <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:00 p.m. <br />Green Space: <br />Mayor Stille summarized the action steps from the 2022 Pyramid of examining open space in the Silver <br />Lake Village area, and the southern part of the City. City Planner Grittman reviewed the information <br />provided in the packet from the Comprehensive Plan for context and to assist in the discussion. <br />Discussion began with the city-owned parcel at 3803 Stinson and comments from Council and Planning <br />Commission on the desire for more open space in the Silver Lake Village area. Discussion took place on <br />the appropriateness of the parcel as a park and the need to find a funding source. General consensus <br />was a park/open space is preferred, but would consider commercial proposals, possible residential, but <br />low-mid density, with a new building, not a rehab of existing and include some public space. City to <br />pursue ULI TAP program to examine variety of uses and encompass the whole Silver Lake Village area. <br />Discussion then moved to the southern area of the City and the resident’s provided information <br />proposing a City park at 2701 Kenzie Terrace. The Commissioners discussed that the parcel is too small <br />for an effective park and the general consensus priority for park/open space search is in the Silver Lake <br />Village area. Council discussed that the Comprehensive Plan identifies the desire for more open space <br />around the Kenzie TerraCe area, but would bee to be in conjunction with commercial redevelopment to <br />provide a funding source. <br />Bike Trails: <br />Staff summarized the proposed trail map, which is a refinement of the existing Kiwanis Bike Trail. <br />Markings would include refreshed signage and pavement markings to indicate a shared use area.
