MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:May 9, 2023 City Council Meeting <br />Request:Approval of Resolution 23-030 Approving Contract with the City Planner <br />BACKGROUND <br />For the past 5 years, Steve Grittman has served as the contract City Planner for the City of Saint <br />Anthony Village, through a contractual relationship with Northwest Associated Consultants, Inc. <br />(NAC). NAC is re-ordering it’s work and company arrangements, to become effective on June 1, <br />2023. NAC will continue as a company handling the majority of the company’s current clients, <br />but under new ownership. <br />Mr. Grittman will be transferring his ownership share to a senior staff member with the <br />exception that he will retain the contracts of four current clients, one of which is Saint Anthony <br />Village. The others being Monticello, and Buffalo, and for the current time, Montrose. <br />This change will allow for relinquishing some of the other client and supervisory responsibilities, <br />a significant amount of company administration, allow him to be responsive to his retained <br />clients, and shed some of the current overhead, which allows for cost efficiencies that can be <br />passed on to the City. <br />“I have served the City of St. Anthony for more than 5 years now. It has been a privilege and a <br />centerpiece of what I have enjoyed about planning and zoning work. St. Anthony has permitted <br />me to share a wide range of my experiences, and also challenged me to continue learning and <br />growing in my professional life. Mostly, I enjoy working with the staff and the public officials, <br />and am proud to be part of the team.” Steve Grittman, City Planner. <br />PROPOSAL <br />The attached contract serves as Mr. Grittman’s proposal to retain Saint Anthony as a client. <br />Essentially, it creates 3 categories of work: <br />1.City-initiated routine/daily work, research, and correspondence as part of a retainer; <br />2.Privately-initiated work assignable to development applications and escrows; <br />3.Non-retainer City work, which would be jointly budgeted due to the uniqueness and <br />scope of each project.
