City Council Regular Meeting Minutes <br />July 11, 2023 <br />Page 3 <br />3.1 The applicant shall locate the equipment and enclosure to the west to maximize its distance <br />2 from the east property line, but no closer to Stinson Boulevard than the westerly building <br />3 wall. <br />4.4 The final location should be separated from the paved circulation spaces by concrete curb. <br />5.5 The applicant provides a site plan, to scale, showing parking spaces for employees and <br />6 customers who park while drying their vehicles or performing other details. A total of five <br />7 such spaces should be adequate, in addition to the vacuum station locations. <br />6.8 The applicant should verify that lighting of the vacuum stations will not result in a violation <br />9 of the City Code lighting standards - .5 footcandles at the east property line, and 1.0 <br />10 footcandles at the adjoining streets to the south and west. The applicant shall add side <br />11 shielding as described by the applicant’s representative to each light bar to accomplish this <br />12 requirement. <br />13 <br />14 Councilmember Jenson asked about sound. In the packet was included a sheet regarding sound <br />15 and asked what VFD stands for. Mr. Grittman stated the applicant’s representative stated they <br />16 would be adhering to the lower noise standard. The noise will be below the state standards. <br />17 <br />18 Mayor Stille stated when Council considered a different application for a car wash the applicant <br />19 had taken his own decibel readings and an independent reading was done. This was for a new car <br />20 wash with noise being considered from the car wash itself. This is for the vacuum of an existing <br />21 car wash. Mayor Stille questioned what if we are wrong and the noise is louder and complaints <br />22 are received. Mr. Grittman stated the equipment will be more than 100 feet from any residential <br />23 building. If the actual code requirements are not met they would need to make additional <br />24 modifications. <br />25 <br />26 Councilmember Walker stated unlike the other car wash request there are significant differences <br />27 between the current request and that new car wash request. <br />28 <br />29 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve <br />30 Resolution 23-035 – Approving a Request for a Conditional Use Permit for Modification to a <br />31 Car Wash Facility in the PUD District. <br />32 <br />33 Motion carried 5-0. <br />34 <br />35 VI.GENERAL BUSINESS OF COUNCIL. <br />36 <br />A.37 Finance Audit Report. <br />38 <br />39 RedPath CPA Andy Hering provided a PowerPoint of the Finance Audit findings. Four reports <br />40 are issued the Annual Comprehensive Financial Report including the Independent Auditor’s <br />41 Report, State Legal Compliance Report, Report on Internal Controls and Communication with <br />42 Those Charged with Governance. Mr. Hering reviewed the current Audit Process in detail. <br />43 During the State Legal Compliance Report there was one compliance finding - $521,000 of cash <br />44 held at the City’s brokers at year-end was not covered by FDIC insurance or other collateral. The <br />45 funds were re-invested in 2023 so that is handled. There was a small finding regarding refunding <br />46 of a bond which was also corrected. The General Fund balance increased $12,071 during 2022.
