Mr. Grittman explained the moratorium addresses the business side. <br />Mayor Stille asked when the moratorium can be lifted. Mr. Grittman stated it can extend through <br />January 1, 2025. This gives the City time to research further. It is expected to be lifted as soon as <br />the State's Office is in place. <br />Mr. Grittman stated the City received a letter dated August 7, from eight signatories which was <br />included in the Council packet. Mayor Stille noted he read the letter believes the <br />misunderstanding about the sale of THC beverages and wanting the liquor stores to be able to <br />sell them. <br />Mayor Stille closed the public hearing at 7:24 p.m. <br />Motion by Councilmember Walker, seconded by Councilmember Webster, to adopt Ordinance <br />2023-05 — An Interim Ordinance Establishing a Moratorium on the Use of any Land, Acceptance <br />of Applications, or the Issuance of any City Permits, for the Sale, Manufacture, or Distribution of <br />any Cannabis Products Regulated Under Minn. Stat. §342 and/or Minnesota Session Laws 2023, <br />Chapter 63. <br />Motion carried 4-0. <br />REPORTS FROM <br />AND STAFF - NONE. <br />GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 23-042 — Approving Summary Publication of Ordinance 2023-05. <br />City Manager Charlie Yunker reviewed Council is requested to approve the Summary <br />Publication of Ordinance 2023-05. <br />Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution <br />23-042 — Approving Summary Publication of Ordinance 2023-05. <br />Motion carried 4-0. <br />B. Resolution 23-043 — Approving a Special Event Permit at 2510 Kenzie Terrace on <br />August 27, 2023. <br />City Manager Yunker reviewed David Maceda, owner of Catrina's has submitted a request for a <br />Special Event Permit for the Despues de la Playa "pop-up" event on August 27, 2023 located at <br />2510 Kenzie Terrace from 12 p.m. — 6 p.m. The event will be held in the parking lot where up to <br />
