Action Steps <br />Environmental Responsibility <br />INFLOW & INFILTRATION INSPECTION PROGRAM <br />• Implement in early ‘23 <br /> <br />• Administration, Engineering and Public Works staff <br />discussed lessons learned from the first year and <br />identified a handful of minor modifications to propose in <br />the early months of 2024. <br /> <br />CLIMATE ACTION PLAN <br />• Assess the City’s role & define scope <br />• Review existing plans & draft Saint <br />Anthony plan <br />• Identify goals & desired outcomes <br /> <br />• The City engaged WSB to facilitate the process of drafting <br />a plan to be completed by the end of 2023 with input <br />from the Parks & Environmental Commission (PEC). <br />• Joint work session with the PEC was held on March 30th <br />to define the scope and being the project. <br />• Community survey to gather input on priorities was <br />conducted June through August. <br />• Joint work session with the PEC was held on October 16th <br />to review draft plan and gather feedback. PEC will review <br />again in early December, Council to approve the final <br />Climate Plan on December 12th. <br /> <br />GREENSTEP CITIES <br />• Maintain highest GreenStep 5 status <br />• Participate in Gold Leaf Pilot Program <br /> <br />• GreenStep 5 status maintained for 2022. <br />• 1st of 2 projects to participate in the program, the Harding <br />Pond cleanout, is nearly complete. Other project is the <br />Climate Action plan to be completed later this year. <br />• City was awarded a part-time intern to help compile the <br />initial draft of the Climate Plan document. <br /> <br />Thriving Village <br />AFFORDABLE HOUSING <br />• Preserve naturally occurring affordable <br />housing <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />• Monitor large-scale corporate ownership <br /> <br />• Council discussed options at the 9/26/23 Work Session. <br />Staff will draft ordinance language on limiting total <br />quantity of rental licenses for single family homes, and <br />licensing of short-term rentals. <br />• Planning Commission reviewed draft ordinance language <br />on October 17th to offer input for Council review <br />• Council and Planning Commission held a joint work <br />session on November 21, 2023 to discuss further and <br />staff will bring proposed regulations on short-term <br />rentals, and long-term rentals and other single-family <br />home related topics will be revisited in 2024. <br />• As of the data gathering for the 9/26/23 Work Session, <br />there was not an indication of large-scale corporate <br />ownership of single-family homes on the city. <br /> <br />208
