Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 12 <br />1 Commissioner Hendrickson asked if there were any religious parcels that this could actually <br />2 work on. Mr. Grittman stated St. Charles possibly has property they could fit on it. They <br />3 would need to do some site improvements to accommodate that. <br />4 <br />5 Commissioner Rude asked what the 316 qualified properties and what does it take to do that. <br />6 If we are trying to prevent someone from buying an abandoned property to set up micro <br />7 homes. Mr. Grittman stated a religious institution can do this according to the code. It needs to <br />8 fit on the site and not overwhelm the property. It is an allowed use. There would be a review <br />9 opportunity to make sure it fits on a site. There is one in Minneapolis and St. Paul that have <br />10 this. <br />11 <br />12 Chair Socha referred to #7 requiring one parking spot per unit. A lot of the residents would <br />13 not be likely to have a car. It would meet the goal of increasing housing. The parking <br />14 requirement seems excessive. The parking was not part of the State Code. <br />15 <br />16 Commissioner Rude noted the Statute is 327 not 320. He read the parts of the Statute relating <br />17 to the setbacks. The parking would be prohibitive under the Statute. Mr. Grittman stated the <br />18 City can have other zoning restrictions. He proposed combining #4 and #5 regarding fencing. <br />19 Mr. Grittman stated these are residential uses and fencing would not normally be required. <br />20 This would not be like a homeless encampment with no sanitation facilities. Single family <br />21 homes are generally screened from commercial properties. <br />22 <br />23 Commissioner Kuykendall asked if there is a limit that someone can be in a mini home. Mr. <br />24 Grittman stated that is up to the host. No churches have inquired about having any mini <br />25 homes. <br />26 <br />27 Commissioner Hendrickson stated she agrees with the comments about parking. <br />28 <br />29 Commissioner Rude stated if he lived next door he would want to see a fence. To qualify to <br />30 live there they would need to be homeless for a year. These would not be temporary. <br />31 <br />32 Chair Socha noted they provide some stability that people could go get jobs. The transition <br />33 would be more of a year than a month. Chair Socha suggested how to survey the residents and <br />34 possibly provide some outreach. She suggested there be a 30 minutes work session before a <br />35 regular meeting to review proposed survey questions and decide on outreach. Then another <br />36 public noticed meeting could be held. The Commission agreed with Chair Socha. <br />37 <br />38 Chair Socha continued the public hearing at 8:52 p.m. <br />39 <br />40 IV.STAFF REPORTS. <br />41 <br />42 Mr. Grittman noted the City Council approved the CUP for Nativity Church’s digital sign. <br />43 They also did first reading that addresses smoking in public parks and parking lots adjacent to <br />44 public parks. This includes public properties such as City Hall, Fire Station and Police Station. <br />45 This ordinance will have three readings prior to adoption. <br />46
