Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 11 <br />1 Commissioner Kuykendall stated fees may need to be increased to have a body to do the code <br />2 enforcement. <br />3 <br />4 Chair Socha stated the ownership and affordability are separate goals. She would be more <br />5 likely to purchase a home knowing she would have the ability to rent it if necessary. If there <br />6 were overly strict restrictions than other communities that would not encourage purchasing <br />7 homes in St. Anthony. <br />8 <br />9 Commissioner Kuykendall stated if someone is going to rent a property you need to be a <br />10 responsible homeowner for the protection of that renter. That is right for the community and <br />11 for the renter. We don’t want slum lords. There needs to be minimum inspections to ensure <br />12 there is safety. <br />13 <br />14 Commissioner Erickson stated he feels it is a good idea to restrict the number of single family <br />15 home rentals since St. Anthony has a limited supply of single family homes. Some sort of cap <br />16 should be considered. The Council wanted this studied more. He believes this is what Council <br />17 was saying at the work session. There should be rentals considered for life events. <br />18 <br />19 Mr. Grittman noted in the Winona case it could not be distinguished between owner occupied <br />20 single family and single family rentals. It took many years for these cases to run through the <br />21 courts. There are a few other communities that have implemented this. <br />22 <br />23 Chair Socha stated there is not a lot of precedent showing limiting rentals works out. <br />24 <br />25 Commissioner Rude didn’t hear any comments about dispersing the rental units throughout <br />26 the City. Mr. Grittman stated the rationale is if there are issues raised by rental housing the <br />27 concentration of rental housing in a neighborhood that neighborhood would suffer. Spreading <br />28 rentals out would eliminate this problem by limiting the number of rentals on a block. <br />29 Commissioner Rude is a landlord not in Minnesota. He has a house on his block that he did <br />30 not know was a rental. Maybe there should be a limit of a two year rental with exceptions for <br />31 special circumstances. <br />32 <br />33 Chair Socha stated there are many exceptions that would need to be considered. The only idea <br />34 she likes is not allowing corporate ownership with not one entity owning more than four rental <br />35 properties. She suspect if a survey is done most rental unit owners would say let them do what <br />36 they want. 2.5% does seem low to her as well. They survey would be a good tool in gaining <br />37 input from the community. <br />38 <br />39 Chair Socha moved onto sacred settlements. <br />40 <br />41 Commissioner Kuykendall suggested a simple location such as a church and asked where a <br />42 micro home would go in that particular situation. Mr. Grittman stated it would be in one of <br />43 their parking lots. <br />44
