Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 7 <br />1 <br />2 Alternative Planning Commission Action <br />3 <br />2.4 Motion to recommend denial of the amendments. In the event of a recommendation for <br />5 denial, the Planning Commission must state its findings related to denial on the record. <br />3.6 Request Additional information and Table Action. A motion to table should be <br />7 accompanied by the specific information requested of staff necessary to make a <br />8 recommendation. <br />9 <br />10 Chair Socha suggested the short-term rental ordinance be discussed first. <br />11 <br />12 Commissioner Hendrickson commented there should be more public engagement on these <br />13 topics. <br />14 <br />15 Chair Socha stated she is surprised no residents applied. The Zoom connection is not working <br />16 this evening. <br />17 <br />18 Commissioner Rude asked what the penalty is for having short-term rentals. Mr. Grittman <br />19 stated it would be a zoning enforcement action. They would be notified of the violation and <br />20 suggest they need to cease operating this use. A follow-up inspection would be done. <br />21 <br />22 Chair Socha asked if the public notice included participating via zoom. Ms. Miller stated they <br />23 were offered to attend or attend via zoom. Chair Socha stated since zoom is not available this <br />24 should be treated as a work session. Mr. Grittman stated there is no emergency to adopt this <br />25 ordinances and they could be voted on at a future meeting. <br />26 <br />27 Commissioner Erickson stated these are consequential topics and maybe should have been <br />28 communicated further. <br />29 <br />30 Commissioner Hendrickson asked if the City has a license for Polco as a community. Could <br />31 this be used to engage the residents. Ms. Miller stated the City does have a license and this <br />32 would be handled by the Communications Coordinator. Commissioner Hendrickson stated she <br />33 understands this platform can be used throughout the year to gain input from the community. <br />34 <br />35 Commissioner Rude suggested something be included in the newspaper or newsletter. <br />36 <br />37 Chair Socha stated there was a mailing done for the sewer inspection. This would affect a <br />38 number of people in the community. It would be an expense. Chair Socha stated this will be <br />39 treated as a work session, although it is on the record and suggest a newsletter or survey be <br />40 done. Also suggested were signs to be put up and other ways to gain civic engagement. <br />41 <br />42 A discussion on short term rentals was then held. Commissioner Rude stated he is more <br />43 familiar with condos on Florida where six month minimum rental is required. He suggested <br />44 considering six months rather than 30 days for short term rentals. Any rentals should not be <br />45 less than six months. <br />46
