Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 8 <br />1 Chair Socha stated when she hears short term rentals, she thinks of it being a substitute for <br />2 hotels. People can get residential leases for three to six months to live for education or <br />3 business. There is a difference for traffic for shorter term rentals. She does not love 30 days <br />4 but six months and 30 days are quite difference. <br />5 <br />6 Commissioner Rude noted he feels both are short term. People that don’t have a vested <br />7 interest in the property or the neighborhood. They are not contributing to the community on a <br />8 short term basis. There are people coming and going all the time. <br />9 <br />10 Commissioner Hendrickson noted in the packet there were some complaints which <br />11 contradicted information received at the work session. Mr. Grittman stated at the work session <br />12 there had been no complaints but complaints were received two days after. The Code <br />13 Enforcement Officer received complaints related to property upkeep, noise and number of <br />14 people on the premises. <br />15 <br />16 Chair Socha asked for Commissioner comments regarding limiting or eliminating short term <br />17 rentals. <br />18 <br />19 Commissioner Erickson stated the residents would not be keen on allowing short term rentals. <br />20 Besides eliminating property rights are there other unforeseen bad things that could happen by <br />21 reducing short term rentals. Could the City be harmed in some way. <br />22 <br />23 Commissioner Kuykendall stated if the Super Bowl was in town and by living somewhere <br />24 else temporarily he could make a boat load of money. Seems that short term rentals would <br />25 spike during a big event in Minneapolis. Do we want to eliminate economic opportunities in <br />26 St. Anthony. <br />27 <br />28 Chair Socha stated she has some people that are motorcycle buffs and they go to Sturgis and <br />29 Sturgis has eliminated short term rentals except for three weeks of the year without requesting <br />30 a license. Her general reaction is there are concerns about upkeep in the community, she does <br />31 not like a lot of people coming and going. She has trouble with homeowners not being able to <br />32 do with their properties as they wish. More community engagement would be good. <br />33 <br />34 Commissioner Rude stated anytime there is a restraint on property the value is decreased. In <br />35 the goals the City’s objective is to encourage both ownership and affordability. We are <br />36 looking to preserve our home values and neighborhoods. We cannot enforce pride of <br />37 ownership upon people. Corporations should not be prohibited from purchasing homes for <br />38 rentals. It seems we are trying to work around. <br />39 <br />40 Commissioner Kuykendall stated he does not like the idea of perpetual short term rentals. <br />41 Home owners should have the opportunity to have some short term rentals if desired. <br />42 <br />43 Commissioner Hendrickson stated short term rentals can help with affordability. Giving <br />44 people the opportunity to rent their home on a short term basis can help pay their mortgage. <br />45 The ability to do this could be a benefit to homeowners in St. Anthony.
