MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:City Council Meeting – January 9, 2023 <br />GC Project No.140.01 – 23.02 <br />Request:Request for a Conditional Use Permit for Adult Daycare facility in the “LI”, <br />Light Industrial District <br />Property Address: 2924 Anthony Lane <br />Property PID:06-029-23-44-0058 <br />REQUESTED COUNCIL ACTION: <br />Approval of a Conditional Use Permit for an Adult Daycare facility at 2924 Anthony Lane, <br />subject to the following conditions: <br />1.Issues related to building, fire, and other related city codes shall be subject to comment <br />and recommendation by applicable staff. <br />2.The applicant receives, and provides to the City, the required licensing from the State of <br />Minnesota and provides evidence of such licensing throughout occupancy in the space. <br />3.The CUP is provided for the requested site only. Changes in location, size, operation, or <br />other aspects of the facility will require a new CUP application. As proposed, the capacity <br />of the facility would be 100 clients. <br />PROJECT DESCRIPTION <br />The Applicants are seeking approval of a Conditional Use Permit to remodel and occupy a <br />portion of an existing shopping center space at the above address. The site is zoned “LI”, Light <br />Industrial, and is surrounded by other Industrial parcels and business tenants along Anthony <br />Lane. <br />The proposed use would be as a commercial Adult Daycare facility, listed as a Conditional Use in <br />the LI District. The applicants note that the use supports adults with disabilities and special <br />needs from the surrounding areas. The applicant has stated that the use would operate during <br />daytime and weekday hours (primarily 9am to 3pm), with most all of the clients arriving via <br />43
