Vans may eventually be added to support <br />the employee automobile transportation. <br />The space is an existing building with attendant parking and circulation space. The building <br />exterior would not be modified, and only internal remodeling to accommodate the proposed <br />use would be necessary. Employee parking would be available in the parking field southwest of <br />the building (to the front). The applicants indicate a capacity of 100 adults being served, with <br />an employee ratio of 10 clients to 1 employee, resulting in a staff capacity of approximately 10 <br />employees. The current parking lot capacity can accommodate more than 50 passenger <br />vehicles. <br />STAFF AND PLANNING COMMISSION RECOMMENDATION <br />The Planning Commission reviewed the proposal during a public hearing at its regular meeting <br />on December 19, 2023. The applicant was present to answer questions. No members of the <br />public were present, nor did any provide comments for the public hearing. <br />The commission discussed the proposal, the staff report and recommendations, and the <br />comments provided at the hearing. The Commission then voted unanimously to recommend <br />approval of the Conditional Use Permit, with the three conditions offered by staff. The <br />applicant expressed support for these changes. The staff conditions, and the recommended <br />changes in redline, are listed with the Requested Council Action above. <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the “LI”, Light Industrial District as a <br />baseline. In summary, the Comprehensive Plan promotes use of the subject properties that <br />reflect, or are compatible with, the existing and proposed uses in the area.
