PUBLIC HEARING. <br />9 A. Resolution 23-075 — Setting the Final 2024 Tax Levy and General Operating Budget for <br />10 the City of St. Anthony Village. <br />11 <br />12 Mayor Stille opened the public hearing at 7:06 p.m. <br />13 <br />14 Finance Director Deborah Maloney reviewed at the September 12, 2023 City Council Meeting, <br />15 City Staff presented the proposed 2024 General Fund Operating Budget and 2024 Overall Levy. <br />16 Staff has affirmed the proposed 2024 overall levy is $9,191,133, which represents an increase of <br />17 $503,708 or a 5.80% increase compared to the 2023 overall levy. The 2024 Budget Parameters <br />18 include City revenues budgeted using current run rates for sources that are subject to trends and <br />19 conservative baseline estimates for recurring aids and charges for services, expenses budgeted at <br />20 amounts that will maintain present level of City services, and liquor transfers are based on liquor <br />21 operating results. <br />22 <br />23 Ms. Maloney provided PowerPoint slides showing the Path to the 2024 Tax Levy, General Fund <br />24 and Levy, Overall Levy by Fund Type, 2024 General Fund Revenues, 2024 General Fund <br />25 Expenditures, 2024 Budget — Cost Drivers, 2024 Budget — Other Factors, Property Taxes 2024, <br />26 2024 Property Tax Distribution, Distribution of City Taxes, General Fund Supports City <br />27 Services, Impact of Debt Levy Relief, and Summary of 2024 Budget. Spreadsheets were <br />28 provided for General Fund Revenues Summary, General Fund Revenues Detail, General Fund <br />29 Expenditures Summary, and General Fund Expenditures Detail. <br />30 <br />31 No one appeared to address the Council during Open Forum. <br />32 <br />33 Mayor Stille closed the public hearing at 7:25 p.m. <br />34 <br />35 Motion by Councilmember Jenson, seconded by Councilmember Walker, to Resolution 23-075 — <br />36 a Resolution Setting the Final 2024 Tax Levy and General Operating Budget for the City of St. <br />37 Anthony Village. <br />38 <br />39 Motion carried 5-0. <br />40 <br />41 V. Climate Plan Final Adoption. <br />44 <br />45 City Manager Charlie Yunker reviewed work has taken place over the past several months in <br />46 drafting a Climate Plan for St. Anthony. <br />
